Renewed Calls for Negotiation with Bandits to Stem Rising Killings

In an update published by Daily Post, the Director-General of the National Institute of Policy and Strategic Studies (NIPSS), Prof. Ayo Omotayo, has advocated for a pragmatic approach to the country’s security crisis, including potential negotiations with bandits. Speaking on the recent surge in killings and attacks on military personnel, Omotayo argued that the primary duty of government is to protect lives, even if it requires unconventional dialogue.

The NIPSS DG clarified that entering into discussions with non-state actors should not be viewed as a sign of government weakness but as a strategic tool to ensure the safety of citizens. This perspective comes amidst a resurgence of kidnapping and banditry in the North-Central and North-West regions, where traditional military approaches have faced significant hurdles due to the difficult terrain and the fluid nature of the threat.

While acknowledging the recent upsurge in violence, Omotayo expressed confidence that the security forces could regain control if provided with the necessary support. However, he emphasized that a “semblance of peace” is often more achievable through a mix of kinetic and non-kinetic strategies, including engaging those who hold sway over the foot soldiers of these insurgent groups.

Leadership and Tribune have also amplified this debate. Leadership reported that “the proposal has sparked a heated debate among security experts in Abuja,” while Tribune quoted a retired General who countered, “negotiation only emboldens criminals; we need total enforcement.”
