    Nigerian Senate Warns Government of Another Protest if Needs Aren’t Met

    The Nigerian Senate has warned the Buhari-led Federal Government to dedicate a substantial part of the 2021 budget to create employment opportunities, reduce poverty and ensure food security for Nigerians or risk another agitation similar to the recent EndSARS protest by Nigerian youth.

    The warning was sounded by Senate President Ahmad Lawan and Chairman Senate Committee on Agriculture Abudullahi Adamu (Nasarawa West) during the 2021 budget defence session by the Minister of Agriculture, Sabo Nanono, in Abuja.

    The “abysmally low” budget allocation to the agricultural sector in past years was decried.

    Senate President Lawan affirmed agriculture as a potential job creation vehicle.

    In his advise, Lawan said the Federal Government (FG) ought to be “practical and radical” in applying its resources to address the urgent needs of the masses.

    “Recently, we had some of our youths protesting genuinely. They were seeking the attention of leaders and they got the attention of leaders.

    “So, our budget, especially for 2021 should be mindful of what we do to provide employment opportunities for these youths.

    “They demonstrated and protested because they could do so, there are so many other people who may not be youthful but are also in the same need and they didn’t protest.

    “Let’s meet them where they are. We don’t have to wait until they also start to grumble or protest.

    “We should be proactive, we should reach them and most of them are in the rural areas and give them what we can and what they need to some extent within the purview of our resources and keep them there to live a productive life and that is the only way that we can make a difference in the lives of the people.

    “And for us, elected people, we are going to be accountable. If we escape this one (#EndSARS protests), the other one is inescapable and I am sure people will know what I am saying”, he said.

    Chairman Senate Committee on Agriculture, Abudullahi Adamu also lamented that despite the Maputo declaration that stipulates 10 per cent of national budgets should go to agriculture, the FG’s 2021 allocation to the agricultural sector is less than two per cent of the N13.8 trillion total appropriation.

    “In 2021, the sector (agriculture) witnessed a slight increase with a total allocation of N139,458, 322,208.00.

    “Over the years, the sector’s allocation has been abysmally low, a far cry from the Maputo declaration which states that a country should allocate at least 10 per cent of their national budget to the agricultural sector.

    “This year’s budget proposal only allocated less than two per cent to the agricultural sector.

    “The sector’s N139,458,322,208.00 is broken down as follows: Personnel – N68,031,135,074.00, overhead – N3,186,608,895.00, capital – N110,240,253,439.00”, Adamu said.

    The Minister of Agriculture, Nanono however argued that the agricultural sector recorded meaningful progress in 2020 and remains one of the fastest growing sectors in the country.

    He regrettably admitted the current budgetary allocations for the sector has been low.

    Dismissed Police Corporals Arraigned for killing 69-year-old Man in Abuja

    Two dismissed corporals were arraigned at the High Court of the Federal Capital Territory (FCT), Kubwa in Abuja on Monday for the killing of a 69-year old man, Solomon Eze, on May 10 this year.

    The Nation’s Nicholas Kalu reports that the ex-policemen, Abubakar Adamu, 28, and Ibrahim Alfa, 36, first and second respondents respectively, both pleaded not guilty in court.

    The dismissed police officers who were attached to the FCT Command, are standing trial for shooting dead Eze, an innocent passersby, while carrying out an arrest around Karmo.

    An investigation carried out by FCT Police Command was said to have followed the incident and led to the dismissal of both officers from the police service.

    The two count charge filed by the FCT Commissioner of Police at the High Court, Kubwa, reads in part, “That you ex-corporal Abubakar Adamu, male, 28 years old and you ex-corporal Ibrahim Alfa, male 36 years old, both dismissed officers under the FCT Police Command, Abuja, on or about the 10th day of May, 2020 at about 4pm at Ereke Junction, Karmo, FCT, Abuja within the jurisdiction of this Honourable Court committed a criminal offence to wit: culpable homicide punishable with death; in that, on the said date, you both caused the death one Mr Solomon Eze, 69 years old opposite Area Court, Karmo, Abuja, when you Abubakar Adamu shot him in the eye with AK47 rifle knowingly that death is a probable consequence of your act. You thereby committed an offence punishable under Section 221 (a) and (b) of the Penal Code Law.”

    Security lapses occasioned by the unrest that followed EndSARS protest by Nigerian youth, who demanded government put an end to police brutality and extortion, has put Governors in Nigeria’s South-West on their toes to ensure that the security architecture of the region improves.

    The Governors met on Sunday in Lagos to strategise on how to secure the South-West as the aftermath of the EndSARS protest, highjacked by hoodlums who unleashed mayhem nearly collapsed security apparatus in the region.

    News Agency of Nigeria (NAN) reported that In the opening remark of the Chairman, South-West Governors’ Forum, Governor Rotimi Akeredolu (Ondo State), it was stated that the region had gone through a lot in recent times.

    Governor Akeredolu said that when the EndSARS protest started in the South-West and other parts of the country, the police were guiding the protesters.

    “In the recent past, our experience has been most worrisome, everybody is worried, everybody is concerned, we have to sustain the peace we have started noticing.

    “We are worried. What we are seeing in the last days shows that something needs to be done,´´ Akeredolu said.

    “What we have witnessed in the South-West is a great attack on our heritage. We must have collaborate across the board. We need the cooperation of the Federal Government so that this does not repeat itself,´´ the Ondo governor said.

    He urged the governors to be up and doing in their duties, adding that the welfare of the people was paramount.

    Lagos State Governor, Babajide Sanwo-Olu, said that the South-West region had serious issues of security confronting the people.

    Sanwo-Olu said that over 500 vehicles, both public and private were destroyed, hospitals, monarch palace, among others, were not spared.

    In his address, the Chief of Staff to President Muhammadu Buhari, Prof. Ibrahim Gambari, said the meeting was for those in government to retrace their steps and have a rethink of a better way to engage the youths more to prevent their restiveness.

    Gambari noted that President Buhari was aware of the level of destruction to private and public infrastructure in Lagos.

    He reiterated the federal government’s commitment to addressing the many challenges and demands of the youths in due course.

    Other South-West governors in attendance were Gboyega Oyetola (Osun), Dapo Abiodun (Ogun), Kayode Fayemi (Ekiti), and Seyi Makinde (Oyo).

    Inferno on Oando Tank Farm Finally Put Out in Lagos

    The inferno that gutted the Oando tank farm in Lagos, South-West, Nigeria has now been put out by firefighters.

    This was confirmed on Saturday in a separate statement by the Federal Fire Service and Lagos State Emergency Agency (LASEMA).

    After several hours, efforts of the firefighters finally brought the fire under control.

    The inferno from the 7.6Million litres PMS tank which started on Thursday, 5th November, 2020 at about 12:20hrs was finally put under control at 09:00hrs today, Saturday 7th, November 2020, an official statement by the Lagos State Emergency Agency (LASEMA) stated on Twitter.

    Escalation to other tank farm was successfully averted by the combined efforts of the fire unit of LASEMA’s response team, Lagos State Fire Service, Federal Fire Service and other private fire units.

    The firefighters were said to have remained on ground trying to ensure that there is no reignition.

    The statement confirmed that the affected area has now been cordoned off.

    Kaduna State Governor, Nasir El-Rufai, Thursday defended his counterpart in Lagos State, Babajide Sanwo-Olu, saying the First Family in the Centre of Excellence did all needed to be done to prevent the recent youth protest against police brutality from degenerating into violence.

    El-Rufai, who described the gravity of the destruction as “pure evil,” said he nearly shed tears as he flicked through the images of the torched Lagos assets. He said the young people who carried out the violence intentionally engaged in an act of “self-destruction,” noting that the repercussion of the action would also be felt by them.

    Kaduna State governor said Lagos, which accounts for one-third of national GDP, did not deserve to suffer such pain.

    Sharing his thoughts when he visited the State House in Marina to commiserate with Sanwo-Olu over the coordinated arson sparked by the #EndSARS protest, El-Rufai said those who thrive in violence infiltrated the protest to achieve their agenda of wreaking a large-scale destruction on public assets and infrastructure in Lagos.

    According to him, “I have spent time to see some of the pictures of the destruction done on public properties in Lagos and I nearly shed tears. Anyone who cares about development and progress will cry after seeing what has been done to public facilities and people’s investment that provided jobs to youths.

    “While expressing anger on police brutality may be right, but destroying public properties, which will have to be rebuilt using money that is needed to invest in other public infrastructure, under the guise of protest is nothing but self-destruction. The Government of Lagos State and the Federal Government will have to re-invest scarce resources that could have been used for other things to rebuild the vandalised facilities.

    “As a colleague, I can confirm that governor of Lagos State did all that could be done to ensure that this destruction does not take place. It is very sad to see what had happened in Lagos. I want to assure you that we will support you getting Lagos back on track. We will do whatever support Lagos needs from us to get back better.”

    El-Rufai, who said the youth protest against the police was not out of order, said it was wrong for the protesters to call for disbandment of the entire Nigeria Police Force because of the action of a few bad eggs.

    He sympathised with the police and those who lost loved ones in Lagos in the wake of the violence, saying the Federal Government must not allow wanton destruction of public assets to happen again.

    In his remarks, Sanwo-Olu said although Lagos State had started to look forward and engage in new partnerships towards restoring the lost assets, he vowed to make the state uncomfortable for those with the intention to destroy the state’s economy and heritage.

    Despite the ugly incident that trailed the protest, Sanwo-Olu said his administration remained committed to getting justice for those who were brutalised by the disbanded Special Anti-Robbery Squad (SARS) team of the police.

    He thanked El-Rufai for the extension of support towards rebuilding Lagos State, welcoming all forms of assistance that could be rendered to keep the nation’s commercial nerve centre flourishing for businesses.

    Sanwo-Olu, who intimated his Kaduna counterpart of steps already taken to rebuild Lagos, said his administration was doing it could to support those whose businesses were destroyed and create ambience for commercial activities to get back stronger.

    Meanwhile, Sanwo-Olu same Thursday charged other governors in Nigeria to look into their expenditure profile and do away with unnecessary spending to increase their states’ revenue in order to have more resources to meet the basic needs of the people.

    Speaking at the 22nd Annual Tax Conference of the Chartered Institute of Taxation of Nigeria (CITN) held at Eko Hotel in Victoria Island, Sanwo-Olu noted the need for better utilisation of tax payers’ money by public office holders to build the trust of the citizens, adding that state executives must work toward having a better reform process.

    The governor, who disclosed that he’s yet to use state resources to purchase any vehicle for himself since he assumed office as governor on May 29, 2019, said it’s not necessarily fanciful that governors must buy brand new vehicles when there’s no need for them.

    “We need to look at our expenditure profile as Chief Executive of our state and ask ourselves, where can I cut the red tape; what can I do away with so as to increase the revenue of my state or even make available more money for my state.

    “What I have done till date is that I have not purchased any single official vehicle for myself, for any of my personal staff or any of my family members from the government purse. If you see me have a convoy of 10 vehicles, these are all vehicles I was using during my campaigns.

    “Governor Nasir el-Rufai joined me in one of my cars this morning and I can tell you that vehicle was one of the vehicles I used for my campaign; it is not brand new.

    “So, I said to my people that, it is not a fanciful thing that every governor must begin to buy brand new vehicles when you do not need to. So, all of those millions have gone back into the treasury of the state and we are using it to develop the state very well,” Sanwo-Olu said.

    The governor, who noted the need to increase revenue generation without totally dependent on revenue from oil, charged tax practitioners, especially members of CITN, to take leadership position and put themselves in rightful position in Nigeria to increase government revenue and change the narrative in the country.

    Also speaking at the event, El-Rufai commended Sanwo-Olu’s leadership in managing the affairs of the state and his effort to rebuild Lagos after the massive destruction that marred the peaceful protests organised by the youth recently.

    He said: “Whatever happens in Lagos concerns everybody because it is the economic hub of the country, while Kaduna State is the political hub. I can assure you that all the 35 governors will support your rebuilding Lagos project.”

    El-Rufai, who disclosed that Nigeria is not collecting more revenue as it should collect, said Kaduna State has learned a lot from Lagos State in term of economic development and internal revenue generation (IGR), which has helped his state to reform its tax generation.

    In her address, CITN President, Gladys Simplice, urged the executive arm of government to ensure that government economic policies in generating revenue are matched with tax reforms that encourage growth through executive orders and sponsorship of legislative bills capable of promoting entrepreneurship development.

    She also advised the National Assembly to address the nature of the Value Added Tax (VAT) by including more items under the exemption list and giving clarity to existing ones.

    International Criminal Court (ICC) has told BBC that it would “analyse materials” it has received about the violence which hit Nigeria last month following protests against police brutality.

    ICC chief prosecutor’s office said contrary to an earlier report, it has not already opened a “formal preliminary examination” into the unrest.

    For weeks crowds of peaceful protesters gathered in streets in major cities of Nigeria to demonstrate against police brutality.

    Some 51 civilians, 11 police officers and seven soldiers were killed in the unrest, according to President Muhammadu Buhari.

    Rights group, Amnesty International, said security forces opened fire on protesters at Lekki toll gate in the commercial hub of Lagos, killing 10 people there.

    #EndSARSProtests: Osinbajo’s NEC Embarks on Youth Engagement at Zonal and State Levels

    In furtherance of the resolution of an emergency meeting of the Vice President Yemi Osinbajo-led National Economic Council (NEC) last week, the Ad-Hoc Committee set up to engage with youths, civil society organisations, and different strands of leadership across the nation in the wake of the recent protests have swung into action.

    At a meeting presided over by Osinbajo on Tuesday, the committee decided to promptly embark on a two-pronged engagement process: zonal and state-based respectively.

    For the state-based engagements, each of the 36 governors and the Federal Capital Territory (FCT) minister would meet with the leadership and representatives of the identified groups.

    This would then be immediately followed by zonal interactions where Osinbajo and members of the committee would feature.

    The engagements would not only include youth groups but also traditional, religious and political leaders. Civil society groups would also be involved as well as opinion moulders like the media.

    The interactions would feature issues around employment, social safety nets and national unity and security of lives and properties, among others.

    Tuesday’s meeting, which was attended virtually by all governors representing each of the six geopolitical zones in the country, also formally adopted some terms of reference.

    These include: “To engage representatives of youths, cvil society organisations and others, political, religious and traditional leaders on employment and social safety net programmes among other issues;

    “To engage with the security agencies and develop ways of delivering more control to governors who are the Chief Security Officers of their states;

    “To recommend effective solutions to the rising divisiveness and propose ways of strengthening national unity;

    “To develop a framework for the coordination of action steps to be taken by both the federal and state governments in response to the fundamental issues underlying the #EndSARS protests.

    “To co-opt and or invite any individual or corporate body that may facilitate the work of the committee; and

    “Report to council with such recommendations as may be considered appropriate.”

    It would be recalled that last Thursday after more than four hours of deliberations at NEC emergency meeting, it was resolved that the deeper reasons behind the #EndSARS protests and its fallout should be addressed by both the federal and state governments.

    Members of NEC Adhoc Committee on Public Engagements all of whom attended today’s meeting are: Osinbajo – Chairman; Governors Aminu Waziri Tambuwal of Sokoto State representing North-west; Babagana Zulum of Borno State representing North-east; Abubakar Bello of Niger State representing North-central; Rotimi Akeredolu of Ondo State representing South-west; Dave Umahi of Ebonyi State representing South-east; and Ifeanyi Okowa of Delta State representing South-south.

    #EndSARS Violence Won’t Discourage Officers from Performing Constitutional Duties – IGP

    Inspector General of Police (IGP), Muhammed Adamu, Tuesday visited Lagos State Governor, Babajide Sanwo-Olu, at the State House in Marina where he declared that the #EndSARSProtestsTurnedBloody won’t discourage the men and women of the Nigeria Police Force from performing their constitutional duties.

    Briefing journalists on his mission in Lagos, IGP said he was in the state for an assessment of the police assets vandalised after the protest and to commiserate with residents.

    Inspector General of Police (IGP) visits Lagos State Governor, Babajide Sanwo-Olu as part of assessment tour of states affected by violence and destruction that followed the #EndSARS protest against police brutality by Nigerian youths.

    Adamu consoled the governor and people of Lagos over the coordinated arson, which left strategic assets of the state in ruins. He said the police had widened its intelligence to trace and arrest those that carried out the act.

    According to him, “Lagos was the epicentre where the #EndSARS protest took place and the number of destruction in the subsequent violence was more in Lagos than any other part. I came to commiserate with the governor and people of the state. The destruction they suffered was uncalled for.

    “The second leg of my visit is to see the police stations destroyed and boost the morale of our men in Lagos. We don’t want them to be demoralised by the event in which they suffered personal attacks. Policemen are trained to take such pain. Now that the event has happened, it shouldn’t discourage us from performing our constitutional duties.”

    The police chief said he observed that the morale of some officers had dampened in the light of the violence, he noted that his visit would encourage them to give their all in protecting the lives and properties of the citizens.

    Adamu said the scale of the destruction witnessed in Lagos and around the country called for the need by Nigerians to adopt standard protocols for public protests whenever they wanted to express their grievances against the system.

    “It is very important to set up protocols that will prevent hoodlums to hijack peaceful protest organised with good intentions. The moment the protest organisers don’t have leadership, the purpose and intent of the effort would be defeated. As we have seen in the case of #EndSARS protest, no economy will be able to bear the loss that we have seen in Lagos,” IGP said.

    Adamu visited some of the assets torched in Lagos, including the vandalised palace of Oba of Lagos,

    Lagos State was the epicentre of the #EndSARS protest, which later snowballed to coordinated violence that led to a large-scale destruction of assets belonging to the state, Federal Government, police and private individuals.

    Six police officers were lynched in Lagos, 36 critically injured, while 46 police stations were torched.

    Responding, Sanwo-Olu commiserated with Adamu over the mob attacks on police personnel and torching of their stations.

    Despite the violence visited on the police formations by hoodlums who hijacked the protest, the governor commended the officers in Lagos State Police Command for exercising restraint in the face of the attacks.

    Sanwo-Olu intimated IGP on the move by Lagos State Government to rebuild the razed police stations and offer scholarship awards to the children of the officers killed in the violence.

    The governor assured Adamu that all the requests sent to Lagos State Government by the police would be fulfilled, while pledging that the state would be championing a cause to improve citizen-police relationship in order to prevent re-occurrence of the issues that led to the #EndSARS protest.

    Those who accompanied IGP include: Deputy Inspector General (DIG) in charge of Research and Planning, Leye Oyebade; his counterpart in Force Intelligence, Ibrahim Lamorde; Assistant Inspector General (AIG) in charge of Force Operations, Hosea Karma; AIG Zone 2, Ahmed Ilyasu; and Lagos State Commissioner of Police, Hakeem Odumosu; among others.

    A total of 1,003,668 candidates, representing 65.24 per cent of candidates that sat for 2020 West African Senior School Certificate Examination obtained credits and above in a minimum of five subjects, including English Language and Mathematics.

    Of this number 497,139 representing 49.53 per cent were male candidates, while 506,529 (50.47 per cent) were female candidates.

    Comparatively, the percentage of 2019 WASSCE candidates that obtained credit and above in a minimum of five subjects, including English Language and Mathematics, was 64.18 per cent. This represents a marginal increase of 1.06 per cent in performance in 2020 WASSCE.

    Announcing the results in Lagos on Monday, the Head of West African Examinations Council (WAEC) in Nigeria, Patrick Areghan, a total number of 215,149 candidates had their results withheld, representing 13.98 per cent of the total number of candidates who wrote the examination.

    He noted that the results were withheld over sundry offences ranging from examination malpractices among others.

    According to him, “The cases are being investigated and reports of the investigations will be presented to the appropriate committee of the council for determination in due course. The committee’s decisions will be communicated to the affected candidates through their various schools.

    “81,718 candidates, representing 5.31 per cent have a few of their subjects still being processed due to some errors on the part of the candidates.

    “Efforts are, however, being made to speedily complete the processing to enable all the affected candidates to get their results fully processed and released, subsequently.

    “The analysis of the statistics of the performance of candidates in the examination shows that out of the 1,538,445 candidates that sat the examination, 1,338,348 candidates, representing 86.99 per cent, obtained credit and above in a minimum of any five subjects (i.e with or without English Language and/or Mathematics.

    “1,003,668 candidates, representing 65.24 per cent, obtained credits and above in a minimum of five subjects, including English Language and Mathematics.

    “Of this number 497,139, that is, 49.53 per cent were male candidates, while 506,529 i.e. 50.47 per cent were female candidates.

    “The percentage of candidates in this category in the WASSCE for School Candidates, 2019, that is, those who obtained credit and above in a minimum of five subjects, including English Language and Mathematics, was 64.18 per cent. Thus, there is a marginal 1.06 per cent improvement in performance in this regard.”

    Areghan added that the “certificates of candidates whose results have been fully processed and released will be ready within the next 90 days, counting from today (November 2).”

    Counting the Cost: Odumosu Inspects Burnt Police Formations in Lagos

    Lagos State Commissioner of Police, Hakeem Odumosu, weekend visited some police formations and vehicles that were burnt by hoodlums during the recent #EndSARS unrest in the state.

    He, however, said the command has put in place strategies in returning policemen to the affected stations for routine police duties with a view to providing adequate security for lives and properties of the people in the communities where the hoodlums wrecked havocs.

    The police stations/formations visited include: Ebutte Ero, Makinde, Layeni, Ilasamaja, defunct SARS Office at Ajegunle, Amukoko, Orile, Defunct Anti-Kidnapping Unit at Surulere, Onipanu, Alade, Pen Cinema, Isokoko, Igando and Ikotun.

    The inspection was to carry out an on-the-spot assessment and having first hand information about the burnt police stations/formations and vehicles, both official and personal, across the state.

    The commissioner reiterated that despite the trauma and challenges the policemen in the command experienced, the police would leave no stone unturned in maintaining law and order and projecting public safety within the state, particularly, during the ember months which is usually characterised by security challenges.

    During the tour of inspection, Odumosu ordered that the Divisional Police Officers and men attached to the burnt stations return back to their duties since the government as well as some concerned communities have provided temporary office accommodations, pending the general reconstruction of the burnt stations across the state.

    He said: “Wherever there is temporary office accommodation, take over and continue your duties.”

    The commissioner, in a statement by the command’s Public Relations Officer, Olumuyiwa Adejobi, reassured the general public of adequate police visibility and regular patrols across the length and breadth of Lagos State to curtail any security challenges in the state. Similarly, he encouraged members of the public to relate with the police and support them to discharge thier duties as expected.

    Odumosu was accompanied by the Deputy Commissioner of Police, Department of Operations, Mohammed Ali; Area Commanders Area F, Ali Zongo; Area B, Soji Akinbayo; Area C, Fatai Tijani; Area G, Ibrahim Zungura; Area M, Ifaeyin Ohuruzor; Officer in-chrage of the state Intelligence Bureau and some affected Divisional Police Officers.
