    Why Nigerian Government May Impose Fresh Travel Ban

    The Federal Government of Nigeria is worried over the rising cases of mutated strain of COVID-19 in the United Kingdom and may impose a travel ban to and from countries that are still badly affected by the coronavirus pandemic.

    Fresh concerns about the coronavirus among Nigerian officials was expressed on Monday in Abuja by the Minister of Information and Culture, Alhaji Lai Mohammed, who disclosed at a Special Forum of the News Agency of Nigeria (NAN) that government may consider travel ban to stem a possible spread of mutated virus in Nigeria.

    Mohammed, a member of the Presidential Task Force (PTF) on COVID-19, said while the government appreciates the negative economic impact of another lockdown, it would not rule out restriction on movement to and from certain parts of the world.

    “We are more concerned about the new strain of COVID-19 which is manifesting itself in the UK; that is the mutated strain.

    “It is difficult to detect, it spreads faster and people have been known to die of it within a very short period of its detection.

    “This is a major concern to us as a country.

    “While I do not want to pre-empt the PTF because we are meeting this afternoon, it is going to be top on the agenda of our discussions.

    “I will not be surprised if that will be the recommendation of the committee which is meeting later today,’’ he said.

    The minister added: “This season, many students are coming from the UK in particular, to come and join their families in Nigeria.

    “Besides, many of our people, because of the traditional link we have with UK, may want to go there for business or family re-union.

    “It is a very testy time and it might be another dangerous period to transmit this new variant of COVID-19.”

    The minister noted that many European countries had banned flights to and from the UK.

    According to Mohammed, the Federal Government will not hesitate in giving the directive if it is the only way Nigerians can be protected from the agony of the new variant of COVID-19.

    Besides measures to prevent the importation of the new strain of COVID-19, the minister said government was worried about the spike in infections in the last couple of days.

    He enjoined Nigerians to comply with the advisory being regularly issued by the PTF, including the use of face mask, compliance with social distancing protocols and regular washing of hands with soap and water.

    The minister also urged Nigerians to refrain from local or international travels except if absolutely necessary.

    Nigerian Troops Kill One Bandit, Arrest Two Others in Zamfara 

    Nigerian troops of Operation Hadarin Daji have killed an armed bandit and arrested two others when they engaged the criminals with superior firepower during a night patrol at Bakinruwa Riverside in Shinkafi Local Government Area of Zamfara State.

    In a statement on Saturday, by the Coordinator, Media Operations, Defence Headquarters (DHq), Major General John Enenche, troops engaged the criminals who fled in disarray due to troops’ overwhelming superior firepower. During the encounter, one of the armed bandits was neutralized, while 2 of them were arrested. One AK-47 rifle and a loaded magazine were also recovered from the criminals.

    “On 17 December 2020, troops of Forward Operating Base Shinkafi, while on night patrol, came in contact with some armed bandits at Bakinruwa Riverside in Shinkafi Local Government Area of Zamfara State” the General said.

    In a related development, on 18 December 2020, troops deployed at Shinkafi arrested one Zainab at Shinkafi town in Shinkafi Local Government of Zamfara State.

    According to General Enenche, the suspect was found roaming the town in police uniform.

    He explained that: “A preliminary investigation revealed that the suspect is from Birnin Magaji Local Government Area of the State and has been involved in defrauding unsuspecting members of the public. All arrested suspects have been handed over to appropriate prosecuting agency for necessary action” Enenche stated.

    The DHq chief attributed the latest efforts of the Nigerian military to its committment to forestall banditry and other criminal activities in the North Central Zone of the Country. He added that troops of Operation HADARIN DAJI have sustained its aggressive fighting posture in the Zone.

    Nigeria Backs Down After 16 Months Border Closure, Maintains Restrictions on Some Commodities

    The Nigerian Government has reopened four land borders after 16 months of closure that halted economic activities with neighbouring nations along these routes.

    This decision was taken at the Federal Executive Council (FEC) meeting Wednesday in Abuja following the recommendation of a committee that four of the nation’s land borders be reopened with immediate effect while stating that others would be “reopened in due course.”

    It was gathered that FEC approved the border reopening after considering the submission of a report by the committee set up to examine the implications of the closure among others, led by the Minister of Finance, Budget and National Planning, Zainab Ahmed.

    In her address to State House Reporters after Wednesday’s FEC meeting, Ahmed confirmed that the Seme and Mfun borders in the South West, and South-South, as well as Ilela and Maigatari borders in the Northwest were approved for immediate reopening.

    However, the Minister, who assured that the other borders would be reopened before December 31, disclosed that restrictions on the importation of some commodities, like rice and other products, would stand.

    On his part, Minister of Industry, Trade and Investment, Otunba Niyi Adebayo said the period of the closure afforded the authorities the opportunity to assess the security problems with a view to addressing them.

    “We have many advantages to the border closure, it has given the security agencies an opportunity to access the problems at the borders, particularly with regard to smuggling.

    “As you are all aware, before the border closure, a lot of petroleum products were being smuggled to West African countries and the border closures has created a situation that has tactically stopped that; they have been able to calculate the number of petroleum products being smuggled out by calculating the amount that is being lifted now compared to what was being lifted before.

    “The issue of smuggling of rice to the country has reduced drastically and we are hoping that our agencies will be able to sustain that so also is the issue of poultry smuggling. “

    Nigerian Senators Threaten President Buhari with Impeachment Over Total Collapse of Security

    Nigerian senators have on Tuesday threatened to impeach President Muhammadu Buhari and suspend the passing of Budget 2021 if the nation’s number one man and Commander in Chief of the Nigerian Armed Forces fail to address the insecurity in the country.

    Similarly on Tuesday, the Nigeria House of Representatives asked the authorities to urgently implement the Safe Schools Declaration to protect children and their teachers from attacks.

    These reactions from the nation’s National Assembly is against the backdrop of heightened insecurity, especially the recent kidnap of over 300 hundred students in Katsina.

    The call by the legislators came as Zamfara State closed boarding schools; while the cry for drastic solution to the low level insecurity has been raised higher by northern elders, the Peoples Democratic Party, the Sultan of Sokoto, among others.

    Senators took turn to air their views on the deplorable state of security in the country amidst palpable anger.

    Debating on a motion sponsored by Senator Bello Mandiya (APC, Katsina South), which sought investigation into the missing students, senators rejected, angrily, a call to invite service chiefs and Inspector General of Police for deliberation.

    They submitted that the country had moved into a state of total collapse and urged the President to take full responsibility for massive security failure.

    In his contribution, Senator Olubunmi Adetunbu (APC, Ekiti North) asked President Muhammadu Buhari to remember and fulfil the pledge he made in Chatham House, London in 2015, to tackle insecurity head on across the country.

    Buhari had on February 26, 2015 in a speech in Chatham House, said that if elected President, the world would have no cause to worry about Nigeria “as it has had to recently.” He promised that Nigeria would return to its stabilising role in West Africa and that no inch of Nigerian territory would ever be lost to the enemy because “we will pay special attention to the welfare of our soldiers in and out of service, we will give them adequate and modern arms and ammunitions to work with.”

    BUT reacting, yesterday, former Senate minority leader, Abiodun Olujimi, suggested that the National Assembly should halt work on the 2021 Budget Bill to compel President Muhammadu Buhari to listen to suggestions from Senate.

    She said: “The presidency is not an award, it is a call to duty. And when you call a man to duty, he must be able to know when the buck stops on his table. Right now the buck stops on the President’s table as far as security in this country is concerned.”

    She argued that the time had come for the Senate to take drastic action before the budget.

    “We must think outside the box, we must hold government accountable because this is the third arm and we are equal in all,” she contended.

    Senate spokesman, Ajibola Basiru, said the National Assembly should amend existing laws to empower the Legislature to play serious roles in securing the country. Such amendments, according to him, should allow the National Assembly to mete out sanctions to erring public officers.

    Also, Senator Matthew Urhoghide, lamented the failure of President Muhammadu to execute motions passed by the Senate on growing insecurity in the country. He expressed the need to activate Section 143 of the Constitution, which deals with impeachment and removal of the President. He, however, said the intention was not to remove the President but to send warning signals.

    He was of the opinion that the Senate immediately begins to gather signatures of at least one third of its members to be attached to its resolutions and sent to the President to make him realise that the Senate has powers to sanction him.

    Senator Sani Musa (APC, Niger State) urged his colleagues to take decisions that could change the situation, saying: “We cannot continue to be leaders when the people we are leading are dying everyday. What are the police doing? Yesterday, armed bandits were roaming streets of towns buying bread and geisha and nobody said anything. There is need to draw the attention of the President that enough is enough, the service chiefs should go.”

    President Buhari Appreciates Nigerians for Patience Amidst Myriad Economic Challenges, Unveils Gas Programme

    President Muhammadu Buhari Tuesday in Abuja appreciated Nigerians and Organized Labour for restraint, understanding and patience as the country tackles myriad economic challenges, assuring that the Federal Government is working hard to ameliorate the situation.

    Speaking at a virtually held event at the State House to unveil National Gas Expansion Programme and National Auto-gas Roll-out Initiative, President Buhari said:

    “Let me now express my deep appreciation to Nigerians for their patience, and Organized Labour for its maturity and patriotism as we collectively navigate these global economic and other challenges.’’

    The President urged Nigerians to embrace the use of gas as an alternative to fuel, noting that:

    “It is no longer news that the vast Natural Gas resources, which Nigeria is endowed with has hitherto been used sub-optimally as a result of a dearth of gas processing facilities and infrastructural connectivity for effective and optimal domestic utilization.

    “As I mentioned above, with a proven reserve of about 203 Trillion Cubic Feet (TCF) and additional upside of 600 TCF ranking Nigeria as the 9th in the world currently, the need for domestic gas expansion and utilization is apparent.’’

    President Buhari said the deregulation of the downstream sector had exposed many to price volatilities in the global market, urging attention to more affordable alternative for energy, especially with Nigeria’s heavy reserve.

    “Therefore, the roll-out of the National Gas Expansion Programme, Auto-gas initiative is coming at the right time, especially in light of global crude oil market fluctuations coupled with the full deregulation of the local PMS market.

    “These developments have made it imperative to focus on gas as an alternative fuel to move Nigeria from the conventional dependence on white products for autos and prime-movers of industrial applications, to cleaner, more available, accessible and affordable energy source.

    “The outcome will not only cushion the effect of the downstream deregulation that this government has to painfully implement, but also create new markets and enormous job opportunities for our people.’’

    The President said the auto-gas initiative will lead to increased domestic gas utilization and enrich the trajectory of national economic growth and development, adding: “I therefore encourage everyone to embrace gas in form of LPG, CNG and LNG as an alternative fuel for autos and other prime-movers.’’

    “The Minister of State Petroleum Resources is hereby directed to commence the process of hand over of mass transit buses to Organized Labour as part of our government’s pledge to continue providing support that will ease the transportation challenges Nigerians are facing at this time.’’

    In his remarks at the event, the Minister of State for Petroleum Resources Timipre Sylva said the Ministry is focusing on development of skills, technology and manpower as well as growth in the utilisation of LPG, CNG and LNG.

    He added that the National Gas Expansion programme which was initiated this year to boost the utilization of gas in the short and medium term “is expected to create two million jobs per annum, promote skills acquisition and enhance technology transfer in addition to growing the nation’s GDP.”

    The Group Managing Director of NNPC, Mele Kolo Kyari informed that from 2016 to 2019, the Federal Government had spent over three trillion Naira subsidizing the pump price of petroleum products particularly PMS, insisting that the subsidy regime did not benefit the masses that the President is passionate about.

    He added that the economic effects of the COVID-19 pandemic have made it impossible to continue with the onerous subsidy regime.

    Nigeria to Become Net Importer of Petroleum with Launch of Modular Refinery

    President Muhammadu Buhari Tuesday said the establishment of modular refineries in the country will make petroleum products available in the country and eliminate importation.

    The President spoke at the virtual inauguration of the 5,000 barrels per day Waltersmith modular refinery in Ibigwe, Imo State, as well as the Ground-Breaking Ceremony for the Phase-2 works to expand the capacity of the refinery to 50,000 barrels/day, Presidency spokesman, Femi Adesina said in a statement.

    President Buhari said the deployment of modular refineries was one of the four key elements of his administration’s Refinery Roadmap rolled out in 2018, adding that its implementation will make Nigeria a net exporter of petroleum products.

    He expressed delight that Waltersmith refinery in Ohaji Egbema Local Government Area of Imo State was coming on stream within two years of the commencement of the Roadmap, after many years of granting licenses for the establishment of modular refineries with nothing to show for it.

    ”Furthermore, there is increased momentum in the other three focus areas under the Roadmap covering the Rehabilitation of existing refineries, Co-location of new refineries, and Construction of greenfield refineries.

    ”The realization of the Refinery Roadmap will ultimately lead us to becoming a net exporter of petroleum products not only to our neighbouring countries but to the worldwide market.

    ”This modular refinery is the largest commissioned modular refinery in the country today.

    ”The role played by the Federal Government through the Nigerian Content Development and Monitoring Board (NCDMB) in going into collaboration with Waltersmith Refining and Petrochemical Company is novel in concept and superb in delivery,” he said.

    The President described plans to commence the expansion of the capacity of the refinery to 50,000 barrels per day to refine crude oil and condensates as an important part of economic reforms the country is undergoing.

    ”I look forward to seeing this new phase completed within the target timeframe,” he said.

    President Buhari, therefore, directed the Ministry of Petroleum Resources, Department of Petroleum Resources (DPR), NNPC, as well as all relevant Government Agencies to provide Waltersmith Company all the necessary support to access crude oil and condensate feedstock for the timely delivery of the additional capacity.

    In line with his administration’s agenda on jobs creation, the President said he was pleased to note that hundreds of direct and indirect jobs were created during the construction of the first phase of the project in addition to the various business opportunities.

    Equally, he expressed hope that the construction of the second phase of the project will create bigger additional employment opportunities.

    President Buhari thanked the local community and the people of Imo State for hosting the refinery, which, he stressed, will bring prosperity and economic development to the area.

    The President commended the Ministry of Petroleum Resources, the Honourable Minister of State for Petroleum Resources, Timipre Sylva, the Chairman and members of the Governing Council, and the management and staff of the Nigerian Content Development Board for making the public-private partnership a success.

    He also commended the Chairman, Board, Management and Staff of Waltersmith Refining and Petrochemical Limited for their professionalism and focus in getting the project completed.

    Governor Hope Uzodinma of Imo State and the Minister of State, Petroleum, cut the tape on behalf of the President at the event which was also attended by the Group Managing Director of NNPC, Mele Kyari, the Executive Secretary, NCDMB, Engr. Simbi Wabote and the Chairman of WalterSmith, Abdulrazaq Isa.

    After the usual government’s fudge and mudge for more than eight months, the President Muhammadu Buhari-led administration has eventually been boxed into a corner and forcefully made to bend on its knees over avoidable confrontation with the Academic Staff Union of Universities (ASUU).

    The recalcitrant stance of the Federal Government, insisting on using the Integrated Payroll and Personnel Information System (IPPIS) as the only viable platform in paying the lecturers’ salaries and emoluments fell on its face.

    And ASUU won!

    The Federal Government did not just agree to pay the lecturers’ outstanding salaries using the old methods, the Buhari administration, like a ductile substance which is capable of being drawn into wire, was constrained to adopt ASUU’s alternative University Transparency and Accountability Solution (UTAS) for payment of salaries and others.

    Not done, ASUU also succeeded in forcing the Federal Government to offer a cumulative sum of N65 billion to address earned academic allowances and revitalisation of universities.

    Minister of Labour and Employment, Chris Ngige, said a sum of N15 billion from the amount offered by the government would be used to revitalise the universities.

    The minister added that the fund was in addition to N20 billion paid earlier, making it a total of N35 billion committed as revitalisation fund by the government.

    Reacting to the development, ASUU said: “The negotiation between the Federal Government and ASUU today (November 20) yielded very good results.

    “The government has agreed to use the old platform before IPPS to pay all withheld salaries.

    “UTAS is still undergoing usability test.

    “On revitalisation, the government offered N15 billion in addition to the N20 billion pledged earlier.

    “ASUU would now consult with its council and then get back to the government in a short while to make their final intention known; if the strike will be suspended or not.”

    Sure, our lecturers have upperhand now and they are expected to return to classes after eight months of avoidable disruption.

    It’s hoped that going forward the Federal Government would make enough room for effective dialogue to take its primacy, so as to avoid future disruption of this magnitude.

    Debate Relevance of N’Assembly to Nigerians, not ‘Jumbo Pay’ – Senate President

    President of the Nigerian Senate, Ahmad Lawan has challenged those who are critical of the National Assembly to a debate on the relevance of the Legislature to Nigerians rather than criticising the funding of the Assembly.

    Lawan threw up the challenge in Abuja on Friday while declaring open a retreat for top management staff of the National Assembly and National Assembly Service Commission.

    “What does the National Assembly mean to Nigerians what does the legislature mean to Nigerians.

    “We need to understand what the National Assembly or what the Legislature is to Nigerians,” Lawan said.

    According to a statement issued by the

    to President of the Senate, Ola Awoniyi, Lawan called for a proper debate on what the functions of the National Assembly and Indeed the Legislature should be rather than talking about the Jumbo pay.

    “Where is the Jumbo pay? We should be looking for value for money. Without this National Assembly or the Legislature across the country, what we have is no democracy anymore. So the value of the National Assembly or the Legislature to Nigeria is democracy.

    “We always debate on Jumbo pay instead of what should be the functions and hold us responsible for what we are able to do and for what we are not able to do.

    “Ask for what you think we should be doing rather than saying ‘close the Senate’ or ‘close the National Assembly.’ Do you understand the implication of this.

    “You close the Senate, for example, not because I’m in the Senate but the Senate is a leveller. Senate is a leveller because in the House of Representatives, population is the major consideration and that’s why some States will have five or six members of the House and others will have more than 20.

    “So if you say ‘close the Senate,’ you can be sure that there will be a day when people will cry foul of the tyranny of the majority.

    “But you come to the Senate, what Kano state produces in the Senate is what Bayelsa produces – three Senators in Kano and you have three Senators from Bayelsa.

    “That gives everyone the advantage and the opportunity to be represented fully and properly and equally in the Senate. So that stabilises the system.

    “That tells you that that representation in the Senate that provides equality of states is to work to ensure that every part of this country is fully represented and protected.”

    The Senate President said the National Assembly is allocated less than one percent of the National Budget yearly.

    “So where is the remaining 99 percent. Yet instead of trying to see how the 125 billion to 128 billion naira will be utilised by the National Assembly system, what will be the output from the National Assembly, how useful are the output to the Nigerian public, we will always argue ‘cut the funding to the National Assembly.’ ‘Its bogus.’

    “I’m not here to defend the National Assembly but I’m here to encourage a debate on what the National Assembly means to us as a country or what our legislature means to us as a country and as a people.

    “If you don’t like the set of members in the Ninth National Assembly, change all of us in 2023. Get better people but help support the system to function because that is your protection,” Lawan said.

    Speaker, House of Representatives, Nigeria, Femi Gbajabiamila has called on all well-meaning Nigerians to make inputs toward the enactment of the Police Service Commission (Reform) Bill.

    Addressing stakeholders at the 9th House Legislative Agenda Public Policy Dialogue Series with the theme ‘Policing/Human Rights in Nigeria,’ Gbajabiamila affirmed that the House’s reform objectives include wholesale reviews of police recruitment and training procedures and practices.

    The Speaker noted that the reform includes an obligation to drastically and rapidly improve the welfare and wellbeing of police officers from recruitment through to retirement.

    “This is because we recognise that the policing function is at the very heart of any fully functioning state. It is through the institution, mechanisms and resources of policing that the state can protect the welfare and wellbeing of its citizens.

    “Without the ability to offer this protection, the state loses legitimacy and the authority that flows from there. A society that cannot effectively police itself ceases to exist, and a government that fails to protect its citizens has lost the right to continue in office.”

    “This is why we must commend the present administration which inherited a flawed policing system and is now taking giant steps to reform the system through the recently enacted Police Reform Act, 2020 and several other measures. But the work is far from done, & we must continue”

    The presidency spokesman disclosed that the information on the change in plan and regret for the inconvenience caused were conveyed to the hosts of the meeting through what we believed were the right channels.

    “As may have been gleaned from the statement read by the Minister of Police Affairs, Muhammad Maigari Dingyadi, the extraordinary National Security Council meeting, under the President, was called in view of the gravity of the security situation affecting all parts of the country, including the South-South in the aftermath of the ENDSARS protests, and the need to rise to protect our national security and territorial integrity.

    “The President is strongly and resolutely committed to hearing from leaders, stakeholders and our youth on burning issues affecting all parts of the federation, and to this effect, a new date for the meeting with the South-South will be agreed after due consultations with the parties concerned.

    “Once again, the unavoidable postponement of the meeting is regretted” Garba stated.
