    #EndSARS: House of Reps Commits to Supporting FG’s Efforts to Rebuild Lagos, Others

    The Speaker of the House of Representatives, Rep. Femi Gbajabiamila, has said that the House is ready to support the interventions of the Federal Government to rebuild Lagos and other states worst hit by the recent EndSars protests.

    Gbajabiamila also tasked Lagosians to put heads and resources together to rebuild the state in view of the destruction of properties worth billions of naira in the state.

    Speaking at the inauguration of the Board of Trustees of the Rebuild Lagos Trust Fund on Monday in Lagos, Gbajabiamila said he was heartbroken after going round the state for an on-the-spot assessment of the devastation that followed the unrest.

    He said it is time for Lagosians to put aside partisan politics and stand up to rebuild the state, saying “I believe more than ever before that saying, Eko o ni baje, and the quick reply is, O baje ti’.

    “I believe in my heart, that this saying can never be truer than now, that Eko o ni baje, o de baje ti. (Never will Lagos go bad, never).

    “We will rebuild this state with everything that we need, with all the tools at our disposal, we will rebuild Lagos. This is the time to prove it, that Eko o ni baje,” he said.

    He said in rebuilding the state, there should be a public-private partnership, which he said would be one of the best ways to face the task.

    “I think it goes beyond budget or appropriation. It will call for a special intervention from the Federal Government to make sure that monies are devoted, not just to Lagos, although Lagos bears the major devastation.

    “So it’s going to be panoramic; it’s going to be for all the states, but we all know that Lagos bears the brunt of the devastation.

    Gbajabiamila said in working for Nigerians, the 9th House would try as much as it could to abide by its slogan, which is ‘Nation Building: A Joint Task.

    “So we will pull all our friends and colleagues and talk to them that we don’t look at this from a state or political prism but a nationalistic point of view and make sure that what needs to be done would be done.

    “We will remain our brother’s keepers. That’s what we do in the National Assembly, be our brother’s keepers, and that’s what we will do for Lagos State and the rest of the country.”

    I’ll Not Sign off 2021 Budget Excluding Youth, ASUU Demands – Speaker, Gbajabiamila Says

    The House of Representatives on Tuesday says it has committed to a programme of reforms and collaborating with the Nigeria Bar Association (NBA) and the National Human Rights Commission (NHRC) in a bid to bring about comprehensive transformation of the nation’s police structure as Nigerian youths have continued with the now globally recognised #EndSARS protest.

    This was disclosed by the Speaker, House of Representatives, Femi Gbajabiamila while he delivered an address during Tuesday’s plenary at the House, in Abuja, the nation’s capital.

    Giving assurances of his commitment to ensuring that police reform, as demanded by Nigerian youths under the #EndSARS movement, the Speaker stated that efforts are ongoing to developing a draft legislation that will be ready for consideration within thirty days.

    The Speaker stated that for the records, he should be held to account on the expectation of his promise to reform the Nigerian Police Force through legislation.

    ” I will not sign off on a 2021 Budget that does not include adequate provisions to compensate those who have suffered violence and brutality at the hands of the police in Nigeria in the last two decades.

    ” I will not sign off on a budget that does not meet the reasonable demands of the ASUU, to which Government has already acceded. There is no better time to rethink the system of funding for higher education in Nigeria. The current system does a great disservice to our children and our country, and we must commit to changing it so that we can free our institutions of higher learning to be citadels where innovation thrives, and excellence is a given.

    “With my colleagues in the House of Representatives, I will visit over the next week, some of the families of those who have lost loved ones to police brutality and when we come back, we will work together to honour the memory of those we have lost.

    “The House of Representatives will pass an Electoral Reform Bill in time for the next general elections so that we may continue to improve the process of electing our political representatives at all levels.

    1. Good morning Honourable colleagues, thank you for being here this morning.

    2.​ About two weeks ago, I spoke to this honourable House about the need for urgent, substantive, and wholesale reforms of the Nigeria Police Force (NPF) and an overhaul of our nation’s internal security and policing framework.

    3.​This honourable House debated the failures of policing that have caused our nation’s youth to take to the streets in their numbers, demanding that Government live up to our primary obligation to ensure the security and welfare of our people.

    4.​The nationwide protests that gave impetus to our deliberations that day have not abated. They have gotten more serious, with many reported instances of violence between state actors and protesters, between protesters and armed thugs who seek to hijack the passion and idealism of these protests for other nefarious purposes.

    5.​The Federal Government of Nigeria has acted to dissolve the Special Anti- Robbery Squad (SARS), whose gross abuses of power are the proximate cause of this present unrest. The Government has moved to set up, through the National Human Rights Commission (NHRC), a national judicial panel of inquiry, in addition to similar panels set up by the federating state governments.

    6.​The House of Representatives has committed to a programme of reforms. We resolved to collaborate with the Nigeria Bar Association (NBA) and the National Human Rights Commission (NHRC) in this effort and to ensure that draft legislation is ready for consideration within thirty days.

    7.​ None of these actions have sufficed to convince the ever-growing numbers of protesters to withdraw from continued agitation. From Lagos to Awkuzu, from Port-Harcourt to Kano, Abuja and Enugu, the protests have continued relentlessly, with good cause. Whatever else may be driving this moment, our people expect more than commitments. They expect action, and we must deliver.

    8.​This House will live up to the commitments we have already made, whilst we continue to seek avenues to do better and achieve more. Even as we act to establish systems for police accountability to ensure that the abuses of the past never happen again, we must seek the full measure of justice for what came before.

    9.​We owe this to Tiyamu Kazeem and Tina Ezekwe, Tony Zitta and Anita Akapson, to Chijioke Iloanya and Jimoh Isiaq, Kolade Johnson, Modebayo Awosika and far too many others.

    10.​ We owe it to the families they left behind, to those who even now do not know if their missing son, their long lost sister, their father, is buried somewhere in a shallow, unmarked grave, put there by those whose duty it was to protect them.

    11.​ We owe this much to the young people who have such high hopes and lofty aspirations for this nation that they are willing to risk their lives, brave the sun and rain, through night and day, to demand that all of us, one nation under God, live up to the better angels of our nature, and be better than what we are now.

    12.​ On Wednesday last week, the leadership of the House met with the President of the Nigerian Bar Association (NBA). This meeting was in furtherance of the House’ resolution to partner with the Association to develop legislation that implements a new framework for holding police officers accountable when they fail in the performance of their duties under the law.

    13.​ Following from that meeting, the President of the Nigerian Bar Association (NBA), Olumide Akpata constituted a Committee, led by the eminent Professor Deji Adekunle, SAN to work with the House of Representatives to develop a Bill for the House within the timeline we have pledged. The Committee has resumed its assignment.

    I thank Olumide Akpata and the leadership of the NBA for their support. I also thank Professor Adekunle, SAN and members of the Committee, all of whom volunteered for this assignment, for recognising the urgency of the moment and acting with dedication and in good conscience, in service of our beloved nation.

    14.​Two weeks from now, the House will receive and immediately begin to consider legislation that seeks to establish a system of independent, responsive accountability that:

    a. Holds erring members of the Police Force to account for their conduct in the performance of their duties;

    b. Imposes civil and criminal liability for violations of the law and the Police regulations;

    c. Ensures that officers found who engage in unauthorised, unlawful use of force are expelled from office and subject to the full penalty of the law; and

    d. Prohibits with severe penalties the practice of using illegal incarceration as a cudgel to extort law-abiding citizens of their hard-earned resources.

    15.​ We will establish a system of citizen-led accountability for the Nigeria Police Force (NPF) because in the democracy we have set out to build, the police are not above the citizenry, they are servants of the people. The police are not above the law; they are its guardians.

    16.​ As we endeavour to hold our nation’s police to higher standards of personal and professional conduct, we must also make sure that we provide for the welfare of the men and women to whom we assign such significant responsibilities in our collective interest. From minimum police recruitment requirements, through to training, everything must change, if we are to have a police force that meets our nation’s needs and upholds the law of the land with integrity and professionalism.

    17.​ Honourable colleagues, independence for any nation is not a function of a singular declaration; it doesn’t happen one time. Freedom is earned through generations, over and over again, by the sacrifice of patriots who band together to achieve for themselves and leave to their descendants, the inheritance of a more perfect union.

    18.​ Sixty years ago, our country gained its independence from the British who until then had charted our course and devised our fate. Twenty years ago, when we set off the shackles of the military dictatorship, to commit once more to this grand experiment in civil governance, we gained independence again.

    19.​Today, we are witnessing across Nigeria, a call for a fundamental rethinking of our nationhood. As we sit here in this hallowed chamber, a new independence movement is roiling our nation. A generation of young people, who came of age in the years of our democracy have looked upon what we have built and decided that we can do better.

    20.​ We will do well to heed this call and what it portends for Nigeria. Let us take the opportunity of this moment to do the hard things, make the right choices and pursue those objectives that drive progress and put us in good stead for generations to come.

    As Speaker of this House of Representatives, let me say now for the records to reflect, and in the expectation that I would be held to account:

    • I will not sign off on a 2021 Budget that does not include adequate provisions to compensate those who have suffered violence and brutality at the hands of the police in Nigeria in the last two decades.

    • I will not sign off on a budget that does not meet the reasonable demands of the ASUU, to which Government has already acceded. There is no better time to rethink the system of funding for higher education in Nigeria. The current system does a great disservice to our children and our country, and we must commit to changing it so that we can free our institutions of higher learning to be citadels where innovation thrives, and excellence is a given.

    22.​To the young people across Nigeria who have led these protests, whose call for change has brought about this historical moment, you are the midwives of national rebirth. You have moved a nation to action, and now you must join in doing the hard work of making real the vision of a more just, more prosperous, and more resilient nation.

    23.​ We see your true cause. Please do not allow your righteous cause to be hijacked by those with base motives, who see in this moment an opportunity to pursue vendettas, to spread division, exploit the many existing fissures that exist in our society and bring our nation to its knees.

    24.​You have raised your voices and marched to demand a better Nigeria. From Abuja to Washington, to Calgary and London, your voices have been heard. Do not allow anybody to convince you that to withdraw from the streets now is to concede defeat.

    25.​This is the time to move your agitation from the chaos of the streets to the painstaking deliberations and strategic partnerships that birth policy and produce legislation. It is time to mobilise your voices in support of specific policy interventions that will deliver on our shared objectives of national renewal and a country that reflects the best of us. I thank you, your country thanks you, and history will be kind to you.

    Proposed ₦13trillion 2021 Budget Passes Second Reading at the House of Reps

    Nigeria’s 2021 budget estimate of ₦13.8 trillion presented by President Muhammadu Buhari before a joint session of the National Assembly has passed second reading at the House of Representatives.

    The bill, which was passed after a two day debate by members on the floor of the house was deliberated upon on the floor of the house following a motion moved by the leader of the house, Alhaji Ado Doguwa, which was adopted by members.

    The debate, led by Doguwa attempted to establish that the 2021 budget tried to cushion the harsh economic blow the COVID 19 pandemic has on the nation.

    He reiterated that the budget proposal takes special emphasis on the upgrade of critical sectors of the economy.

    Contributing to the debate, Chief Whip of House, Alh Tahir Monguno, advised the Federal Government to focus more on the agric sector and also increase budgetary allocation to the Northeastern part of the country due to the deplorable state of infrastructure in the region.

    Also making a submission, a member from Enugu state, Mr Obinna Chidoka, observed that the Ministry of Environment needs more than what was allocated to it due to the menace of erosion and flooding affecting many parts of the country.

    Member of House from Kano state, Alh Muhammad Wudil, submitted that priority should be given to job creation considering the high rate unemployed youths in the country.

    Further contributions from some other members stressed the need for a reduction in the cost of governance, adding that infrastructure decay has to be addressed urgently as an approach to diversify the economy to become technologically driven.

    #EndSARS: House of Reps Commends Buhari, Directs IGP to Commence Police Reforms

    The Speaker, House of Representatives, Mr Femi Gbajabiamila has commended President Muhammadu Buhari for listening to calls to disband the Special Anti-Robbery Squad (SARS).

    House Speaker Gbajabiamila said in a statement that the dissolution was a necessary response by the government to the outcry arising from multiple documented excesses of the SARS across the country.

    The speaker also commended Nigerian youth for acting to right a wrong.

    The dissolution of the Special Anti-Robbery Squad (SARS), and the broader, ongoing reforms of the police that will follow are a testament to the passion and resilience of a generation of Nigerians who are determined not to accept or tolerate injustice in whatever form it takes, he said.

    According to Radio Nigeria, the Speaker called on the Inspector General of Police (IGP) Mohammed Abubakar Adamu to take practical steps to support and enforce this policy pronouncement.

    He said: “These steps are necessary to assure the Nigerian people that the announced dissolution is sincere and well-intentioned, and not merely meant to quell the ongoing protests.

    Police must also act to identify and punish operatives of SARS involved in the most severe cases of abuse of rights, brutality and murder of Nigerian citizens.”

    Gbajabiamila noted with displeasure the police’s manhandling of peaceful protesters.

    The Speaker assured Nigerians that the dissolution of SARS would not preclude the ongoing efforts by the House of Representatives to effect reforms of the police through legislation.

    The House had on Wednesday rose against brutality of SARS officers, passing resolutions on the matter and demanded the IGP to take decisive action and report back within three weeks.

    The lawmakers also requested the police chief to produce a comprehensive record of disciplinary and judicial action taken against the officers accused of abuse of power in the past five years.

    The House asked the IGP to produce an immediate plan for identifying and compensating victims.

    Reps to Partner FHA on Delivering Housing for Nigerians – Gbajabiamila

    The House of Representatives on Tuesday says it is ready to partner with the Federal Housing Authority (FHA) to deliver housing for Nigerians.

    This was disclosed by Speaker, House of Representatives, Femi Gbajabiamila when he hosted the management of FHA, led by the Managing Director, Senator Gbenga Ashafa, on a courtesy call, a statement by the Special Adviser on Media and Publicity to the Speaker, Lanre Lasisi said.

    Gbajabiamila said he believed Nigerians deserve the best in terms of housing, hence the House’s readiness to collaborate with the current management of FHA to achieve the mandate of the agency.

    The Speaker said with the calibre of the team in the agency, he was of the firm conviction that they would take the agency to enviable heights.

    “We’re happy that you’re here. We look forward to collaborating with you on very pertinent issues. I have no doubt that with the kind of team you have, the FHA is about to witness turnaround for good,” he said.

    Gbajabiamila added that the current team, whose MD, Senator Ashafa and the Executive Director, Business Development, Hon. Abdulmumin Jibrin were former members of the National Assembly, has a responsibility, which they must carry out diligently.

    “There’s no way you’ll talk about the development of any country without talking about housing or shelter.

    “By God’s grace, with you guys on the saddle, Nigeria will witness a lot of roofs on our heads. So, we are very ready to collaborate and partner with you.”

    Earlier, Senator Ashafa said they visited the Speaker to familiarise themselves and seek for collaboration with the House, having been recently appointed and inaugurated.

    He appealed for the amendment of certain aspects of the Act establishing FHA, which he said would make their work more efficient and effective.

    “I would want to emphasize the main reason why we are here, which is the collaboration with the National Assembly to achieve our mandate.

    “We have found out of recent that some of the items under the Act needed to be worked on. It’s on this regard that we came for this visit and crave the indulgence of the House.”

    The FHA team comprised of the MD and some top management staff, including Jibrin, who was the Director-General of the Gbajabiamila/Wase Speakership campaign team last year.

    PDP asks Gbajabiamila to step aside to aid Corruption Investigation in the House

    Peoples Democratic Party (PDP) has berated the Speaker of the House of Representatives, Femi Gbajabiamila, over the decision by the All Progressives Congress (APC) leadership of the House to shut down the sitting of various committees carrying out investigation on the executive arm of government.

    The opposition party alleged that the action was a deliberate design to cover the stench of corruption oozing out of the APC administration.

    “If the Honoruable Speaker is inclined towards allowing the covering of corruption, against the purpose for which he was elected to lead the House, then, he should take a bow and step aside,” PDP said.

    The party charged the Speaker to “stop circumventing the statutory duties of the House of Representative and placing of wedges in the way of the fight against corruption by the legislature.”

    PDP also described “the shutdown order by the APC leadership of the House of Representatives as a clear example of corruption fighting back from within the government circle, which must be condemned by all Nigerians.”

    The party allegedly noted that “such incursion into the activities of the committees is to quench the fight against corruption as well as to frustrate whistle blowers just because APC has become an ocean of corruption where the members are swimming.”

    “It is clear that the shutdown directive is targeted at frustrating revelations from ongoing investigations on the $500 million foreign loan from China, particularly as it relates to the mortgaging of our nation’s sovereignty to China.

    “This is in addition to the investigations into the humongous corruption in government agencies including the Niger Delta Development Commission (NDDC), the Nigeria Social Insurance Trust Fund (NSITF) the N300 billion unremitted revenue to the federation account as well as allegations of corruption in government earnings and the expenditure in Ministries, Department and Agencies (MDA’s) under the APC.

    “It is therefore unfortunate that under the Gbajabiamila-led leadership, the basic responsibility of the House of Representatives, which is its oversight on the executive, has just been maimed through a forced holiday on the members of the respective committees and their chairmen.

    “It is equally distressing that the APC leadership of the House of Representatives is breaching parliamentary rules, practices and procedures to shield APC leaders and their cronies who have been fleecing our nation.

    “Our party therefore holds that any parliament that deliberately frustrates its statutory responsibility to call the activities of the executive to question has lost the essence of its own existence. The leadership that led it into such constitutional suicide must be held culpable.

    “Indeed, never in our parliamentary history has committee activities been suspended or shut down on the ground of holiday or suspension of plenary.

    “For us in the PDP, it is shocking that the APC leadership of the House of Representatives could by any consideration shut down, its legislative investigation, which is exclusively vested on it under sections 88 and 89 of the 1999 Constitution (as amended), on the guise of being on break.

    “Such an action is calamitous to our democracy,” said PDP, in a statement by its National Publicity Secretary, Kola Ologbondiyan.

    The party, however, commended the members of its caucus and other minorities in the National Assembly for standing against corruption and striving to ensure that the APC does not sell Nigerians into slavery with its reckless foreign borrowings.

    “Our party urges the lawmakers not to be deterred but continue in their assignments, as they are only answerable to the Nigerian people,” the statement added.

    Insurance Act amendment in the works, House to partner industry – Gbajabiamila

    The House of Representatives says it is willing and ready to partner with the Nigerian insurance industry for improved services to Nigerians.

    A statement from the Special Adviser to the Speaker on Media and Publicity, Lanre Lasisi, stated that the Speaker of the House of Representatives made this commitment when he hosted the Nigeria Insurers Association (NIA) during a courtesy visit in his office in Abuja on Tuesday.

    The Speaker noted that the insurance industry is one of the most important sectors in the country hence the need to improve its services.

    “The House of Representatives is always happy to collaborate with sectors, businessmen and professions such as yours.

    “There’s no gainsaying the importance of insurance in any economy, in any country. Insurance is perhaps one of the most important areas in any business.

    “You secure our lives and our property, so you’re very important to us. We are more than ready to always partner with you.”

    Speaking on the amendment of the Insurance Act, Gbajabiamila said it is work in progress as a Bill on that has already passed first reading in the House.

    “You talked about the amendment to the Insurance Act. I’m aware that it has been long coming. In this 9th Assembly, I think it has gone through first reading before it comes for second reading and then the public hearing.

    “You should work with the committee so that you guys can work and agree on what should go in and what should go out of the amendment. I think that’s already in the works. We’re glad to see you. We’re open to discussing further with you.”

    The chairman of the association, Ganiyu Musa, who led the delegation, had earlier told the Speaker that the insurance industry needed the support of the House to make the sector better.

    While wishing the Speaker a successful tenure, the chairman said: “We share your aspirations for the country; we share your dreams for a better Nigeria; we assure you that we’ll like to collaborate with you and the House to contribute to the overall welfare of the citizens.

    NDDC Scandal: PDP Reps insist independent panel probe allegations against lawmakers

    The last may not have been heard of allegations leveled against members of the National Assembly by the Minister of Niger Delta Affairs, Godswill Akpabio, as House of Representatives caucus of the Peoples Democratic Party (PDP) has called for an independent investigative panel.

    In a letter to the Speaker, Rt. Hon. Femi Gbajabiamila, PDP caucus leader, Kingsley Chinda said only an independent probe panel consisting of judges, to probe the Minister’s allegations against NASS members will come up with credible findings.

    Chinda, In the letter titled “Halt the slide’, said the credibility of the House has “slide to a new low.”

    He added that the Minister’s accusations have created a serious cause for concern.
    Chinda reckoned that the version of the Minister’s letter to the House, published in the social media specifically mentioned names of some members of the National Assembly.

    in his reaction to the purported letter containing the thought of PDP House caucus on the matter, the Speaker, Femi Gbajabiamila who spoke through his Special Adviser on Media and Publicity, Lanre Lasisi, denied having received such letter.

    NDDC Drama: Pondei walks out on Reps as Wike rescues Nunieh from arrest

    Acting Managing Director of Interim Management Committee (IMC) for the Niger Delta Development Commission (NDDC), Kemebradikumo Pondei, and his team Thursday in Abuja walked out on the members of the House of Representatives Committee on NDDC.

    This was coming as Rivers State Governor, Nyesom Wike, allegedly rushed into the Port Harcourt residence of a former NDDC Managing Director, Joy Nunieh, to rescue her from a purported house arrest following alleged police invasion of the house. 

    Pondei and the team, while addressing the committee members, said they were not prepared to make any presentation before the lawmakers.

    The Acting Managing Director raised objections that the Chairman of House Committee on NDDC, Olubunmi Tunji-Ojo, presiding over the investigative hearing, could not preside over a matter in which he’s an accused.

    Members of the committee, including Benjamin Kali, Ben Ibakpa and Shehu Koko, told the Acting MD that since there was no document before them, he’s constitutionally bound to answer their queries.

    While members were still making contribution on the issue, Pondei sought permission to leave and walked out before the committee could grant or reject his request.

    Furious members of the Committee accused the Interim Management Committee of trying to frustrate legislative functions and ordered a warrant of arrest be issued against him.

    The Committee also unanimously passed a vote of confidence on its Chairman.

    Meanwhile, Wike was said to have arrived Nunieh’s house, which was surrounded by over 15 armed policemen in the early hours of Thursday.

    The governor allegedly bulldozed his way into the building and took the embattled ex-NDDC managing director to the Government House in Port Harcourt.

    Nunieh was supposed to be in Abuja on Thursday to testify before the ad-hoc committee of the House of Representatives investigating alleged corruption in NDDC.

    House of Rep to investigate $1.05 billion withdrawals from NLNG account

    The house of Representatives has resolved to investigate alleged illegal withdrawals from the Nigerian Liquefied Natural Gas (NLNG) dividends account by the management of the Nigerian National Petroleum Corporation NNPC.

    The House’s resolve was sequel to a motion by a member from Delta State Mr Ndudi Elumelu during plenary.

    Elumelu stated that the dividends from the NLNG are supposed to be paid into the consolidated revenue funds account of the federal government and to be shared among the three tiers of government.

    The lawmaker said without due consultation with the states and the mandatory appropriation from the National Assembly, the NNPC illegally tampered with the dividends account to the tune of $1.05 billion.

    According to him, there was no transparency in the extra budgetary spending as only the group managing director and the corporation’s chief financial officer has the
    knowledge of how the funds were spent.

    He expressed concern that there are no records showing the audit and recovery of accrued funds from the NLNG dividends account.

    Adopting the motion, the house mandated its Committee on public account to invite the management of NNPC and that of NLNG to conduct a thorough investigation and report back in four weeks.
