    IGR: We earned over N81.4 billion in 2019 – says Ogun Government

    The Ogun State government has reacted to some media reports that erroneously claimed the state generated merely Seventy billion, nine hundred and twenty two million, five hundred and ninety thousand, four hundred and ninety five naira, eighty nine kobo (N70,922,590,495.89) as internally generated revenue for year 2019 In their review of Internally Generated Revenues record of the 36 States of the Federation.

    A statement by the Information Officer, Ministry of Finance, Segun Craig, Friday said “from the audited account of the state for 2019, which was published in some national newspapers, the actual figure of Ogun State Internally Generated Revenue stands at N81,420,131,107.30 (Eighty one Billion, four hundred and twenty million, one hundred and thirty one thousand, one hundred and seven naira, thirty kobo only)”.

    Craig noted that whatever figure that is being quoted differently from the official number by the State Ministry of Finance should be disregarded.

    In his words of caution, Craig advised all stakeholders, including the general public to stay guided by on information pertaining to he state so as not to be misled.

    “The State Government, through the office of the Hon. Commissioner of Finance and Chief Economic Adviser to the Governor hereby deems it highly expedient to advise all relevant stakeholders in the financial sector and beyond, and to also call on the reading public to be properly guided” he added.

    The Chief Imam of Ebgland, Alhaji Liadi Orunsolu is dead.

    The revered religious leader and erudite scholar passed on at the early hours of Tuesday at the age of 98.

    In a condolence message by the Special Adviser to the President on Media and Publicity, Femi Adesina,  President Muhammadu Buhari condoled with the family of the late cleric and the Ogun State Government.

    The President noted that the late President-General of the League of Imams and Alfas in Ogun State “lived a long and qualitative life that was devoted to the service of Allah.

    While the president charged those who mourn to emulate the devout life of the deceased Islamic leader, he added that: “He lived a long and qualitative life, devoted to the service of Allah.

    “May he be bountifully rewarded, having completed his course”, Buhari stated.

    Similarly, the Executive Governor of Ogun State, Prince Dapo Abiodun has also commiserated with the Orunsolu family and the people of Egbaland including the Muslim community on the passing of the Islamic scholar.

    “I commiserate with the people of Egbaland in particular and of the State and the Muslim Ummah in general, on the death of the Chairman, League of Imams in Ogun State and Chief Imam of Egbaland.”

    The Governor noted that he is grateful that: “Almighty Allah (SWT) let Baba Orunsolu see the end of the Holy Month of Ramadan and more so, at that grand age tells us that it is important we immortalise him by emulating the virtues exemplified by the late cleric.

    “Alhaji never treated me as a Governor. He was a father to me, and I will personally miss him for his words of wisdom. May Allah grant him Aljanah Firdaus, and comfort the family he left with us”, Prince Abiodun stated.

    Is Senator Amosun really an “Alaseju”?

    Keen observers of Ogun State political developments are still trying to discern the outcome of the All Progressives Congress (APC) primaries. On one hand, the Peoples Democratic party (PDP) seems to be irreconcilably divided with the Dayo Adedayo led faction emerging victorious through the judicial process. This has almost certainly assured Senator Buruji Kashamu the gubernatorial ticket.

    On the other hand, the Ogun APC primaries brought a different dimension. While the PDP gladiators fought their battles in courts, the Ogun APC leaders opted to settle scores through the ballots. A former Governor of the State, in tango with an erstwhile Governor of Lagos State have pitched their tent with the official APC candidate, Prince Dapo Abiodun, who emerged through a process described by most observers as lacking democratic participation by APC party members. In essence, Prince Abiodun’s emergence as the gubernatorial candidate was ordained by the aforementioned erstwhile Governors through the National Chairman of APC Comrade Adams Oshiomhole.

    The other party in the Ogun APC, simply opted to restructure their electoral participation through the Allied Peoples Movement (APM), where Governor Amosun’s preferred gubernatorial candidate and many others emerged as INEC recognised candidates for various elective offices.

    So what could have led to this scenario? Is this a case of Ogun APC becoming the jewel of the shrine in the 2023 political calculations of Capo Du Tutti? Or as some have suggested that the Governor is an “Alaseju”.

    Be that as it may, the point must be made that as fractious as APC appears, the opposition, as personified by PDP, is equally so weak that it poses little threat to the outcomes of the 2019 Ogun electoral battles.

    But in order to comprehend the causal factor of the Ogun APC fracture, it is necessary to highlight the departing pressure points. First is the October 2nd 2018 gubernatorial primary and second the October 7th primary. Both primaries were conducted by two different NWC panels led by Indabawa and Col. Ali Ciroma (Rtd.). The October 2nd 2019 primary conducted by the Indabawa NWC panel became controversial following the annulment of the primary results that threw up Hon. Abiodun Akinlade as the winner. On another note, the October 7th national and state assembly primaries were rancour-free and the results were declared by the NWC Panel Chairman Col. Ali Ciroma (Rtd). These results, won fairly by Amosun loyalists, were also jettisoned by the Chairman of APC Comrade Adams Oshiomhole on the instigation of the aforementioned erstwhile Governors. It is this that finally led to the parting of ways by the Ogun APC leaders.

    Bearing these in mind, the question that lingers in the minds of some who desired mechanical unity is that “Is Amosun an Alaseju?” As the leader of APC in Ogun State, Senator Amosun has tried his best to keep the party together as one family. Up till September 2018, before the primaries, the party was strong and united. If all other things were to remain equal, there is a high probability that the APC will coast home to victory in the 2019 governorship election without much ado.

    But the same cannot be said of Ogun APC today. The party is now in a big mess following the controversial primary election in which the mandate given to Hon. Adekunle Abdulkabir Akinlade was annulled and handed over to Mr. Dapo Abiodun by the Oshiomhole-led National Working Committee (NWC) of the party. This was a rape of democracy, the height of injustice and the most inglorious electoral robbery ever perpetrated in the history of APC.

    It is only natural that the governor, who is the leader and conscience of the party, must respond to that development. In the midst of his response, which was not palatable to his detractors, we often hear a riposte that Senator Amosun is an “alaseju”, meaning, when literally translated, that he is overdoing things and cannot be kept under check. Haba! I am tempted to say that this kind of riposte on the part of some supposedly learned individuals lacks a sense of history and fails to understand the power play within the party.

    A recount of how the APC under Senator Amosun got to where it was, before hell was let loose, will clear the air. Prior to the 2015 elections, a group within the party led by a respected former governor of Ogun State, Chief Olusegun Osoba, stirred the hornets’ nest and decided to organise a parallel governorship primary in Ogun APC, which did not jell. In an attempt to avoid the shame of losing out in the primaries, Chief Osoba and co, including all their disgraced candidates, left APC to contest the election under the banner of Social Democratic Party (SDP). Osoba boasted to high heavens that the SDP would win the 2015 elections and put the Amosun-led APC to ignominy. As it turned out, the results showed that Chief Osoba and his group were electoral liabilities as they lost the 2015 elections woefully.

    The Amosun-led APC won the said elections with a landslide victory. Senator Amosun immediately initiated policies that transformed the APC into a virile and the most organised chapter of the party in the country. As it were, the rancour-free congresses of the party in May 2018 had kept the other chapters in the country wondering how the Ogun State chapter did it.

    Though Chief Osoba and co found themselves back in APC on the eve of 2015 elections, one cannot really blame them for this. Chief Osoba is a well discerned politician. He realised that while he was outside the APC, Senator Amosun had used his resources to build the party. There is nothing bad in wanting to be part of the success story. However, Chief Osoba and co had a different agenda; the intention was to come and hijack the APC structure and feed fat where they didn’t sow.

    What happened before, during and after the primaries in Ogun APC is no longer news. Chief Osoba, in concert with Asiwaju Bola Ahmed Tinubu and the National Chairman of the party, Mr. Adams Oshiomhole, upturned the will of the people and imposed Mr. Dapo Abiodun as the governorship candidate of APC in Ogun State. The imposition of Mr. Dapo Abiodun was a volte-face.

    In his response to this treachery, Senator Amosun didn’t do anything unwieldy to warrant the shout of “alaseju” as some gullible observers would want us to believe.  He only allowed those who were cheated in the primaries to exercise their democratic rights. Would it be right for Senator Amosun to stop them from dumping APC and moving to a new party?

    Indeed it is unreasonable to expect Senator Amosun to agree to the Oshiomhole-led treachery. It would have amounted to committing a political hara-kiri, just as Wole Soyinka said: “The man dies in him who keeps silence in the face of tyranny.”

    Senator Amosun is perceived to have acted rightly by standing firm without betraying his conscience.

    The governorship candidate of the African Democratic Congress (ADC) in Ogun State, Gboyega Isiaka, says the Ibikunle Amosun led government ranks low compared to the administration of former governor, Gbenga Daniel.

    The governorship hopeful bared his mind while speaking to Seun Okinbaloye of Channels TV in Lagos recently.

    He said the APC led government has not done well in eight years “in the sense of even development of the state, in the sense of priority setting for the state, in terms of looking at potentials for the state, particularly economic potentials for the state and try to wake them up”.

    Isiaka accused Amosun of favouring Abeokuta central, where the governor hails from, by concentrating many of his projects there.

    He stated that: “Amosun’s development approach is lopsided and not balanced to benefit all parts of the state. He concentrated largely on one area, which is road construction in the centre. I do not have any problem with developing the centre, but that should not be done at the extreme expense of other areas and other sectors particularly human capital development.

    “At the end of the day, what this generation will leave for the next generation is the knowledge that we have left in the heads of our people. I think that the government now has not done enough in that area. Again, I think we have too much economic potential that we needed to have continued and do a lot about but he did not do”, Isiaka said.

    Isiaka who was appointed a pioneer Group Managing Director of Gateway Holdings in 2004 by former governor Gbenga Daniel reacted to rumours that if he won the governorship election, he would be a string tied to the apron of his former boss.

    He said: “I don’t know what that means. I had an opportunity of working with that government, I will not deny that. I think you should ask an average person on the street of Ogun state today and now that they’ve had the opportunity of another governor for 8 years, to pick out of the two. I believe very strongly that majority will pick the government of Otunba Gbenga Daniel.”

    The former Special Assistant on Investment in the last administration reiterated his plan to rule the state through a strategy he calls ‘7 Steps to Abundance’. He explained that: “What we mean by that is that an average Ogun state man and woman, young and old should live a fulfilled life, should be able to achieve his potential giving the wherewithal and resources that we have as a state; should be able to live a decent life giving what we have.

    While answering questions on his claim to return missionary schools to private founders, which is generating reactions among stakeholders, Isiaka denied making such promise.

    He stated that: “It was wrongly reported by the press. What we said is that we will encourage NGOs, private institutions and missionaries in whichever religion, to participate and partake in school development. But that will be done within laid down rules, guidelines and principles.”

    “We also said that immediately we get into office, we will call an education summit because the state of our education in Ogun State now is nothing to write home about. We are going to have a comprehensive education summit. We are of the view that we should encourage private sector involvement and this is done everywhere. In Lagos state you have own a school; you have alumni participating in schools, you have all manners of these things happening”, Isiaka said.

    However, a member of Governor Ibikunle Amosun’s cabinet, Adeniyi Adesanya has described Isiaka’s claims as erroneous and an attempt to score cheap political goals that is bound to fail.

    Adesanya, who is a consultant with the Ogun State Government, warned that people should not hide under politicking to spew erroneous information just to malign the sitting governor.

    He said: “When you talk, you must back it up with reasons. I am bold enough to say that erroneous impression will not augur well for any development issue especially now that we are politicking.”

    “Governor Amosun has done very wonderfully well in social, economy etc. My dear aburo there, Isiaka, of course going back the days we would say that Yewa people deserve governorship but that is not to say that we should malign anybody, Adesanya said.

    The former Special Adviser to the governor on Political Affairs added that it is only logical and sensible to ensure there is adequate development at the capital, which serves as the centre of all economic activities in the state.

    He further said that “when we came in to government in 2011, the internally generated revenue was around N700 million. So I ask one of them talking now, where were they when Amosun in his energetic self called all of us that we must all be on our toes at ensuring that we raise the revenue of the state? Now as I speak, the revenue of the state is about N7 billion. That happened because somebody is there who pays attention to details and fears God.”

    Adesanya emphasized that a capital city should have the trappings of its status: “When you go to the UK, are you saying Kent should be developed more than the centre, which is London, or Manchester, Glasgow more developed? The capital is the centre of economic sanctity. Therefore, when you have a capital, it must look like a capital. Abeokuta for too long has experienced a lot of underdevelopment. It is the benefit of the capital that will spread to all other parts of the state.

    “I will ask this person that is talking (Isiaka), is Imeko Afon the way it used to be? In Ilaro, Aiyetoro, go and see what we did there, it is monumental, even my own town in Sagamu”, he said.

    The Federal Government and State governments in Nigeria are consolidating efforts to take advantage of the far-reaching potentials in the deployment of information and communications technology for social and economic gains.

    At the opening ceremony of the 6th regular meeting of the National Council on Communications Technology, which held last Thursday in Abeokuta, the Ogun State capital, the Executive Governor of Ogun State, His Excellency, Ibikunle Amosun reinforced the need for governments at all level and the private sector to invest in ICT to fast track development and reduce unemployment rate to the barest minimum.

    In his opening address, Governor Ibikunle Amosun, who was the chief host of this year’s NCCT meeting underscores the impact of communication technology on development. He said, “The interests to share and the ideas to exchange among the people have assumed a multi-dimensional proportion and have totally become driven by technology. These evolving challenges of information management have led to advancements in Big Data, Cloud Computing, Artificial Intelligence (AI), Cryptography and Robotic Engineering.”

    It is imperative that a society that is desirous of continued growth and development must not only put in place necessary machinery to ensure seamless information and communication but must also place a high premium on the various means of communication. This is why the conception and hosting of the 6th National Council on Communication Technology in our dear State, is a welcome development at this critical time in our nation’s development.”

    Governor Amosun further emphasized that there is a nexus between modern development and Information technology, which necessitates that any country that is desirous of achieving a turn around transformation in the economy, social welfare delivery, employment, effective agricultural process, education, and other areas must proactively invest in ICT.

    Amosun said “on our part as an Administration in Ogun State, we appreciate the need to deploy technology in all our programmes and policies. Our belief is that, in Ogun State, by building an ICT ecosystem and leveraging on the benefits of technology, we will not only sustain the momentum of the achievement of our Administration, but we will also fast-track the process of development.”

    The Ogun State Governor highlighted his government’s efforts to identify and help channel the exuberant energy of youths in Ogun State towards innovation. He said the aim is to encourage a crop of tech-savvy people who will deploy disruptive innovation technologies to solve society’s socio-economic challenges.

    “This is one of the major reasons, amongst others, for featuring Technology in our 2018 Investors Forum and, the hosting of the 2018 TechSummit Ogun on Thursday 18th January 2018”, Amosun said.

    He also said “Apart from opening up a wide range of opportunities in employment generation for our teeming youth on a macro level, the TechSummit Ogun was also conceived to explore the potential for creating new economies along the ICT value chain, such as web development and maintenance; programming; software design and hardware engineering. It is my joy that our dear State has continued to take full advantage of the expected manpower needs by facilitating ICT hubs to provide needed skills acquisitions.”

    FrontPage recalls that about two weeks ago, the Ogun State Executive Council approved a new ICT policy that highlights the development of human resources; provision of infrastructure; the roles of Government and other stakeholders; and strategies to be adopted in the deployment of ICT towards the development of vital economic sectors such as education, health, Agric, commerce and industry, tourism, etc.

    The Chairman of the National Council of Communications Technology and Minister for Communications, Hon. Adebayo Shittu reiterated the impact of ICT as a veritable tool for advancing the growth and economic diversification in countries. The minister noted that a World Bank econometric study carried out in 2009 showed that every 10% increase in ICT investments generates a 1.38% increase in GDP.

    In his address, Shittu said that “the Nigerian ICT sector today is one of the fastest-growing despite the economic recession and contributed 9.8% in GDP in 2014. The challenge is how to address the issues of revenue, investments, cost savings, employment generation, and national productivity among others.

    “In pursuit of national agenda, we have continued to reposition the ICT sector in the areas of infrastructure and industry development, local content optimization, enabling policy, legal and regulatory framework; deepening of ICT in Government and mainstreaming of ICT into all spheres of national life among others”, Shittu said.

    While highlighting some of government’s efforts towards ICT integration, the Minister said that through Galaxy Backbone, internet access has been provided to about 40 MDAs, over 11,000 nodes of wireless LAN to all MDAs at the Federal Secretariat, over 40,000 email addresses for government officials under the gov.ng and mil.ng domains, which is aimed at ensuring that government data is hosted locally on a secured website with data back-up to MDAs and 200 servers hosting 94 MDAs.

    “We are working to have ICT infrastructure designated as critical national infrastructure. Efforts are being made to procure additional communication satellites to complement the existing NigComSat-2 as a means of reaching areas that cannot easily be covered by terrestrial fiber”, the Minister explained.

    He said further “we are also working to make more investments in building the capacity and harnessing the talents of our youth. In particular, we are increasing Accelerators and Incubator programmes as a means of building and harnessing the capacity of our increasingly ICT savvy youth population.”

    “Going forward, the government will expand its investment in ICT infrastructure to extend connectivity to un-served and underserved areas. In this regard, attention will be paid to the issue of multiple taxations of ICT infrastructure. A robust, safe and resilient infrastructure is the key enabler of a digital economy.”

    Also, the Special Adviser on ICT to the Governor of Ogun State, Bunmi Adebayo stressed the need for a synergy between ICT professionals and service providers on one hand with the aim to recognize problems and attendant solutions for alleviation. He further emphasized the Government’s role in creating and enacting necessary social policies to address such problems.

    Adebayo highlighted some of the achievements of the Ogun State Government through the Bureau of ICT.

    “We have been innovative in this end in Ogun State and it may interest you that Ogun State is the First State to provide the longest Government Sponsored 250-kilometer Fiber optic layout in the Country in partnership with MainOne Cable, a private sector company, in a “Quid pro quo” arrangement by giving concession on Right of Way fees. The first to deploy a Satellite-based ICT solution to deliver Precision Management to Agricultural potentiality of our land, Pertinent positioning of our Agro-cluster and Agricultural yields.”

    The first to host the only CISCO Networks Academy Support center (ASC) for English Speaking West and Central Africa stretching to the Gambia and Southern Nigeria which is managed by the center”, Adebayo said.

    The theme for this year’s meeting of the National Council on Communications Technology was Leveraging ICT as a Vehicle for Economic Recovery and Growth. It began with a technical session on Monday 19th November and ended on Friday 23rd November. The meeting focused on how the highly acknowledged potentials of the ICT sector can be used to achieve the main policy objectives of economic recovery and growth.

    The National Council on Communications Technology is the highest governmental policy advisory body in the ICT sector with the Federal Minister for Communications as the Chairman.

    Members of the NCC includes the permanent secretary of the Federal Ministry of Communications, State Commissioners and highest state official in charge of ICT matters across the 36 states of the Federation; Chief Executives of Government agencies and parastatals in charge of ICT and key private sector stakeholders.

    The Ogun State governor, Senator Ibikunle Amosun has restated that his relationship with President Muhammadu Buhari remains strong and unimpeachable in spite of the desperation of the political opponents to orchestrate disaffection between them through mendacious propaganda.

    In a press statement personally signed by the governor and released on Tuesday, Amosun vehemently denied the allegations against Buhari, which were attributed to his person, describing them as lies from the pit of hell.

    According to Amosun, “The ultimate aim of the purveyors of these unconscionable falsehoods is to drive a wedge between me and the President and tarnish my hard-earned reputation. This hatchet job will not work as Mr. President is discerning enough to know the source(s) of the pack of concocted lies.”

    “The relationship between President Buhari and myself transcends partisan politics. I hold President Buhari in the highest esteem and nothing will change that”, Amosun emphasized.

    “The target of this grand campaign of calumny is actually our dear President Muhammadu Buhari”, Amosun said in the statement.

    For the avoidance of doubt, let me state categorically that the people trying to cause disaffection between those of us loyal and committed to Mr. President and the success of APC, are plotting to strip Mr. President bare so that their grand design to achieve unfettered domination of the party would be achieved,” the statement concluded.
