Abiodun Tasks Ogun Labour Unions to Return to Negotiation Table

0
File Photo: The Executive Governor of Ogun State, Prince Dapo Abiodun, Friday, June 5, 2020.

The Governor Dapo Abiodun-led Ogun State Government Thursday charged the representatives of the organised labour unions in the state to return to the negotiation table to resolve the grey areas over the demands for better welfare for the workers in the interest of the generality of the people of the state.

The Abiodun administration described the abrupt withdrawal of the labour team from negotiation and unilateral declaration of one-week strike as unfair, indecorous and violation of the principles of collective bargaining.

The government added that it was a surprise that labour would take the step even when the negotiation process was still ongoing.

Abiodun, in a statement by the Secretary to the State Government, Tokunbo Talabi, said government was taken aback as “labour manifested brinkmanship, where instead of labour input into the Pension Reform Bill as agreed, they issued a notice of Trade Dispute with demands that transcended the Pension Reform Bill.”

The statement traced the genesis of the crisis to the Pension Reform Bill passed by Ogun State House of Assembly which labour noted did not seek their opinion and inputs.

Talabi said the government after due apology for the lapses set up a team to liaise with the Assembly and representatives of labour union to trash out areas of concerns.

The secretary said on receipt of Trade Dispute Notice, government mandated its team to engage the labour union leaders with the first meeting held on September 14 progressing to September 15, where issues were narrowed down to specific towards amicable resolutions.

But surprisingly, he said, instead of notifying government of the outcome of the meeting, the labour union leaders took excuse to attend to their members in order to conclude the negotiation, only to proceed to declare the meeting deadlock and announced the commencement of warning strike the next day (September 16).

“This is most unfortunate and a negation of civility and expected ethos that should underpin negotiations between government (particularly one that has demonstrated in many ways its commitment to staff welfare) and organised labour who are presumed partners in the task of developing the state and catering for the welfare and wellbeing of all citizens and residents.

“This behaviour lends credence to insinuations that labour may be acting out a script,” he said.

Talabi gave the breakdown of the inherited outstanding personnel liabilities from the last administration: Gratuity of exited (retired) personnel: state personnel accumulated from 2014-2019 – N18.5 billion; Local Government and SUBEB 2011-2019 – N32.5 billion; Sub-total Gratuity – N51.0 billion; Leave Bonus from 2015-2019 – N9.2 billion; Contributory Pension Liabilities (state government) – N20.1 billion; Local Government and SUBEB – N26.4 billion; Sub-total Contributory Pension Liabilities – N46.5 billion; Promotion Arrears – N217 Million; totalling N106.9 billion.

According to him, the past administration only remitted the deductions from staff salary for check off dues and cooperative deductions in the twilight of its exit, leaving out accumulated Contributory Pensions.

On the financial implications of labour unions’ demands, the Abiodun administration said it was jointly agreed that a committee be set up to fashion out an appropriate pension system for the state, look into the implementation of New Minimum Wage which would increase the monthly wage bill by N1.04 billion and address the payment of Leave Bonus.

But the statement said labour unions wanted an immediate payment of three-year arrears, amounting to approximately N9.2 billion, while on payment of gratuity, labour leaders demanded immediate payment of three years arrears which is approximately N24 billion and they wanted additional payment of about N1.2 billion for the underpayment by the last administration to some categories of retired personnel.

The government added that labour unions demanded for Gross Salary Payment, regular remittance of deductions from staff salaries as appropriate, noting that government has already commenced regular remittance of these deductions and would continue to do so.

Other demands according to the statement were the outstanding three-year promotion (2018-2020), putting the summary of these demands by labour unions to about N32.5 billion for immediate disbursement and subsequent additional N2 billion monthly on top of the current wage bill.

The secretary noted that when government signed the agreement with labour unions for the implementation of the new minimum wage, “no one envisaged COVID-19 and its debilitating socio-economic impact that has constrained the Internally Generated Revenue of the state and the unplanned expenditures in the wake of the pandemic.

“This has forced Ogun State like most states in the country to review our 2020 budget down from approximately N450 billion to N280 billion, about 38 per cent downward review.

“A cursory look at the financial implications of the demands of labour in comparison to the budget size will see a glaring demonstration of the government to be as accommodating of the demands as possible, even in the face of manifest COVID-19 induced constraints and uncertainty,” he explained.

On the labour unions’ demand for the payment of the new minimum wage, which has been seen as a priority, the statement said government has agreed to the implementation of the new minimum wage for all categories of workers, commencing from November, 2020, while government would also continue to ensure regular remittance of deductions from staff salary to avoid addition to the backlog and gradually clear any outstanding arrears.

The statement, however, added: “The remaining demands will be subjects of further joint reviews, the first of which will be in March 2021.”

The government said: “As an administration, we remain committed to the welfare of Ogun State workers as we are to the fulfilment of our electoral promises to the generality of Ogun State citizens and residents.”

Lagos Disowns Viral Video on Sale of Branded Waste Baskets

Lagos State Commissioner for the Environment and Water Resources, Tunji Bello

The Governor Babajide Sanwo-Olu-led Lagos State Government Thursday disowned the viral video, where some uniformed impostors were promoting the sale of branded waste baskets purportedly on behalf of the state.

The government, in a statement by Lagos State Commissioner for the Environment and Water Resources, Tunji Bello, noted that all the characters in the viral video are fraudsters who do not represent the Sanwo-Olu administration or any of its agencies.

Bello declared that there’s no unit or agency under the Ministry of the Environment and Water Resources that goes by the name: ‘Lagos State Vehicle Waste Basket (LAVWAB) Enforcement/Compliance’ as portrayed in the branded vehicle which the fraudsters operated from.

He pointed out that the dubious intent of the criminals in the video could be deduced from the fact that they operated from inside a van within an automobile workshop and were very dodgy about the kind of enforcement exercise they were supposedly carrying out.

While noting that the state government has always encouraged all buses, trucks and articulated vehicles to provide waste baskets in their vehicles to discourage littering of the roads and streets, Bello maintained that the Sanwo-Olu administration has never recommended any branded waste basket to Lagosians.

The commissioner said the development has been communicated to security agents to spread their dragnets towards apprehending the criminals and their cohorts, wherever they operated from, and bring them to book.

Bello, therefore, enjoined members of the public to report any incident of anyone claiming to represent the state government and coercing them to purchase any particular brand of waste baskets for placement in their vehicles.

The commissioner also implored owners and operators of buses, trucks and articulated vehicles in the state to continue to use waste baskets of their choice in their vehicles, as part of efforts to discourage littering and promoting a culture of proper waste disposal.

EU, UK Travel Ban: Online Petition Against El-Rufai Nears 25,000 Signatures Target

0

An online campaign calling on the United Kingdom and the European Union to place a travel ban on Kaduna State governor Nasir El-rufai has so far gathered 22,000 signatures out of 25,000 signatures targeted.

The petition, which was initiated on change.org was a move aimed at having the UK and UN take decisive action against Governor El-rufai.

The campaign, which was initiated by a former aide of ex-President Goodluck Jonathan, Remo Omokri, now an ardent critic of All Progressives Congress (APC)-led government accused Governor El-Rufai of allegedly promoting genocide, religious and political intolerance in Kaduna state.

According to Omokri: “Nasir El-Rufai is a threat to the peace and security of Nigeria for many reasons.

“There has been an intense escalation of the killings of mostly Christians in Kaduna, and on August 25, 2020, suspected herdsmen abducted seven schoolchildren and their teacher from Prince Academy, in Kaduna. They have not been seen or heard of since then,” Omokri said.

“On February 6, 2019, he threatened foreign observers, including observers from the EU and UK with death, warning that they would return in body bags should they intervene in Nigeria.

“On July 15, 2012, Nasir El-Rufai said, and I quote ‘We will write this for all to read. Anyone, soldier or not that kills the Fulani takes a loan repayable one day no matter how long it takes.’ This threat has been carried out in Southern Kaduna where there is an ongoing genocide of Christians under el-Rufai’s watch”, the petition stated.

Recall that earlier in the week, the United Kingdom announced that it will seize assets and impose visa restriction on individuals that are caught rigging during the Edo and Ondo State governorship elections.

In a statement, the British High Commission in Nigeria said: “As a friend and partner of Nigeria we are closely following the lead up to the off-cycle governorship elections in Edo and Ondo states scheduled for September 19 and October 10 respectively.

“The UK takes a strong stand against election-related violence and, just as we did in the general election in 2019, will continue to take action against individuals we identify as being responsible for violence during the elections.

“This could include restrictions on their eligibility to travel to the UK, restrictions on access to UK based assets or prosecution under international law”, UK High Commission in Nigeria stated.

Incidentally, the warning by the UK government was followed a similar stand by the United States.

According to a statement by Secretary of State, Mike Pompeo, the US said it has imposed a visa ban on some Nigerians culpable for rigging during the Kogi and Bayelsa State governorship elections in 2019.

Pompeo stated that these individuals who have been involved in election fraud have so far operated with impunity at the expense of the Nigerian people and have undermined democratic principles in Nigeria.

In August, an invitation extended to El-Rufai by the legal conference planning team of the Nigerian Bar Association (NBA) was withdrawn by the National Executive Committee, the association’s highest decision making body over several petitions.

Electoral Fraud: US Gives Reasons for Not Revealing Identities of Nigerians Issued Visa Ban

0
US Secretary of State, Mike Pompeo.

The United States Ambassador to Nigeria, Mary Beth Leonard, Wednesday disclosed that for the sake of the confidentiality attached to visa-related issues, the identities of individual Nigerians placed on visa ban over rigging and electoral malpratices would not be revealed.

Speaking at the maiden Consular Meeting with the Federal Government officials to resolve the listing of Nigeria among countries placed on immigration restrictions, Leonard said names of the offenders would not be made public, because it’s a confidential matter.

According to her, “US visa processes are in fact confidential and so we do not publish a list. We do not make public who it is that would be subjected to this sanction.

“An individual who intends to travel or apply for visa would be refused and impeded but it is not something that we advertise. We don’t reveal who these individuals are.

“Anyone who had been involved with election processes in Nigeria should reflect upon that notorious behaviour and in this regards may face the consequences as they may not be able to travel to the United States.

“There are people who we believe merit that treatment and should those people seek to travel or apply for visa, the ban will apply to them.”

The US had Monday placed visa ban on some unidentified Nigerians over electoral malpratices perpetuated during the governorship polls in Bayelsa and Kogi states, warning any one with the intention to undermine the electoral processes in the forthcoming Edo and Ondo governorship polls to be ready to face the consequences.

Commenting on the listing of Nigeria among countries placed on immigration restrictions, the US Envoy appreciated Nigeria for efforts so far put in place to address the issue of information sharing, handling of returnees from the United States despite the COVID-19 pandemic, among others.

File Photo: Lagos State Governor, Babajide Sanwo-Olu at a virtual meeting with the Cinema Exhibitors Association of Nigeria Wednesday 16th September, 2020, where he expressed solidarity with the stakeholders in the creative and entertainment industry following the impact of COVID-19 on their sector.

Lagos State Governor, Babajide Sanwo-Olu, members of the Cinema Exhibitors Association of Nigeria (CEAN) and other key stakeholders in the Nigerian film sector Wednesday met virtually and agreed to work collaboratively to protect the creative industry.

The meeting, which was moderated by filmmaker and television host, Mosunmola Abudu, popularly called Mo Abudu, provided a veritable avenue for the governor and the stakeholders in the creative industry to rob minds together for the prosperity of the industry.

CEAN representatives during the meeting expressed concerns about their sector, appealing to the governor to reopen the cinemas and open up the sector for business.

They promised to adhere strictly to the laid down Coronavirus (COVID-19) safety guidelines.

Speaking on behalf of the association, Moses Babatope expressed the desire of cinema owners to reopen for business.

According to him, “We are ready to reopen our cinemas any time today or tomorrow. Cinemas outside Lagos are already opened and they are complying with all the necessary protocols.

“We understand that your office is being careful about health and safety of Lagosians, but we also assure you that these are top considerations for us too.”

The association also requested the Sanwo-Olu administration to set up a film office whose function would include liaising with foreign investors while also serving as a major hub for the film industry in Lagos.

A film maker and one of the participants at the meeting, Omoni Oboli appealed to the governor for tax waivers, saying no one in the film industry has earned a revenue in the past six months.

“Mr. Governor, we want you to help us with some tax break. As you may be aware sir, none of us has earned any revenue in the past six months. We want you to use your good office to help our industry,” she said.

In his response, Sanwo-Olu assured the film industry experts of his administration’s readiness to protect their interest, saying he’s a new convert having seen the level of creativity and economic importance of the sector.

He reiterated his administration’s commitment to work collaboratively with the creative industry, adding that his government would do all that is possible to ensure that the sector thrives in the state.

Sanwo-Olu said Lagos State Government is mindful of the economic impacts of the COVID-19 lockdown on the entertainment industry particularly the cinema sector, promising to work with the association to achieve a win-win situation.

He said: “We would work collaboratively with your industry. I am aware of the enormous challenges you face especially in this period of COVID-19 pandemic. But as you know, we have to do what is right to protect the lives and property of millions of Lagosians.”

Sanwo-Olu promised to look into all the requests made and return to them in due course.

Edo PDP “Reveals” Why Tinubu Made a Broadcast, Alleges Lagos LGA Chairs Paid ₦300M

Reactions to a television broadcast by the National leader of All Progressives Congress (APC) have not ceased as the Edo State chapter of the Peoples Democratic Party (PDP) alleges there is a transaction between Bola Tinubu and APC candidate in the Saturday guber poll, Osagie Eze-Iyamu.

In a statement by PDP chieftain, Chris Nehikhare, it was alleged that the transaction led to the television broadcast by former Lagos governor, Bola Tinubu.

The PDP accused APC of offering its leader, Asiwaju Bola Tinubu slots for key political offices in exchange for a viral broadcast in which he asked voters to reject Governor Godwin Obaseki.

According to Nehikhare, Tinubu contributed a whooping $10m to the campaign of APC candidate, Osagie Ize-Iyamu.

in his statement, the PDP stalwart lambasted the APC for having “descended to the abyss by dragging one of their national leaders to their dying campaign in Edo State”.

“The uncommon broadcast on Tuesday by Asiwaju Bola Tinubu shows the level of desperation on the side of the APC. Bereft of ideas about how to market their candidate and breathe life into their dying campaign, Edo APC leaders switched on the panic mode and ran cap in hand to Tinubu for oxygen and salvation.

“What many, however, do not know is the satanic pact the APC governorship candidate, Pastor Osagie Ize-Iyamu, made with Tinubu before he agreed to make the ill-fated broadcast on his behalf.

“Multiple sources privy to the agreement have since informed us how Ize-Iyamu agreed to Tinubu’s demand to nominate three commissioners, seven council chairmen and 12 board chairmen into his cabinet and government after becoming governor in exchange for the broadcast. Of course, Ize-Iyamu promised an open treasury in pursuance of Tinubu’s presidential ambition.

“To emphasise his seriousness, further support from Tinubu came the way of Ize-Iyamu after Lagos State local governments’ chairmen were compelled to contribute the sum of N300 million to Ize-Iyamu’s election.

“Tinubu topped this up with a further $10m cash which is the cash they are using to con Edo people that it is from the Federal Government, euphemism for Buhari’s support that has been denied them in appearance, security arrangements and INEC instructions.

“It was also revealed that part of the sum has been set aside for vote buying and mobilisation of their lions and tigers.
Edo APC leaders have shifted their attention to vote buying after realising that they cannot defeat Governor Obaseki in a free and fair contest” the Edo PDP chieftain stated.

Nehikhare however encouraged all Edo people to collect the money being shared, considering it as “reparation for stolen funds of our republic”.

”The task history has saddled me with today is to proclaim a theme that will keep us united, help us forge ahead and unveil a logo that will form the critical pillars which our 11-month modest commemorative activities would rest on.

”Celebrating sixty years of independence really calls for pomp, but the global COVID-19 pandemic, which has forced all nations in the world to think and act differently, has also foisted on us the imperative of a low-keyed celebration.

”Operating within the limitations placed by the COVID-19 pandemic, we created an internet challenge for Nigerians to make a choice from a set of four pre-selected logos that would appropriately define the theme.

”Of these four options, Nigerians from all walks of life participated in making a choice and I am happy to let you know that the logo I would be unveiling is a product of choice from the Nigerian people,” President Buhari said.

Speaking further on the logo, the President declared:

”The selected option depicts our togetherness, a country of over 200 million people whose natural talent, grit and passion glitter like the precious DIAMOND we are.

”This, to me, is a special appreciation to our most precious asset – our people. Everywhere you go, Nigerians are sparkling like diamonds in the pack, whether in academia, business, innovation, music, movie, entertainment, fashion and culture.

”Furthermore, the neatly encrusted Diamond on the Nigerian Map symbolizes our age of treasure, the worth of the Nigerian people with our sparkle to the admiration of the world.

‘‘In the same vein, the pear green and dark green colours should respectively remind us of our warmth, welcoming spirit and love as well as the abundant wealth inherent in our human capital and the richness of our land.

‘‘All these properties make us unarguably the most prosperous black nation in the world and Africa’s largest economy.’’

On the theme of TOGETHER, President Buhari recounted that the country’s founding fathers, in spite of the differences in faith, tribe and tongue came together to fight for Nigeria’s independence.

‘‘This shall be a befitting tribute to the struggles of our heroes past,’’ he said.

The President thanked members of the Inter-Ministerial Committee (IMC) on Nigeria’s Sixtieth Anniversary Celebration for the work they have done so far, reminding them ‘‘that this is just the beginning.’’

President Buhari pledged that his government would work towards greater inclusiveness and look forward to the participation of all Nigerians in the celebration.

Sanwo-Olu Begins Risk Assessment of Lagos State, Partners UNDP, C40 Cities to Fight Climate Change

The Governor Babajide Sanwo-Olu-led Lagos State Government has commissioned a consultant to carry out a risk assessment of the state, explaining that the project is aimed at giving a robust evidence-based projection of localised climate risk and hazards expected to feed into the climate action plan.

The Sanwo-Olu administration is also partnering with the United Nations Development Programme (UNDP) and C40 Cities to address the climate change scourge, which has become a defining environmental challenge to the world.

The governor disclosed this through Lagos State Permanent Secretary, Office of Environmental Services, Aderonke Odeneye, while speaking with journalists in Alausa on Wednesday.

The permanent secretary revealed that Lagos State, UNDP and C40 Cities had clearly shown a commitment to the development and evolvement of a climate change conscious society in order to counter the global threat.

The state government disclosed that it has commissioned Messrs Geo-Solutions, an Environmental Consultant, to carry out the assessment, expressing hope that the risk assessment programme, which kicked off on September 7, would contribute in no small measure to the building of statewide understanding of climate change and its impact on the environment.

Odeneye added that the risk assessment programme is vital to strengthening Lagos State climate action plan and also central to achieving a more resilient system across the entire state.

“Experts cannot solve climate change issues alone, we all must work together with the government at the state and local levels to put an end to this environmental threat,” she said.

Odeneye added that individuals must cultivate habits that play important roles in mitigating the effect of climate change, which is now common knowledge, with its attendant rise in water bodies – oceans, seas, lagoons and rivers – which have resulted in flood ravaging the globe.

She also averred that residents must ensure a reduction in the greenhouse effect by shading houses and office buildings, noting that this would reduce the need for air conditioning by a high percentage and also reduce the amount of fossil fuels burned to produce electricity.

The permanent secretary observed that the risk assessment programme would ensure equitable distribution of the impact of climate change programmes, actions and policies together with indicators that could support monitoring and evaluation.

“We all have a common interest and responsibility to harmoniously manage the use of our environment in a sustainable manner for the benefit of generations to come,” she said.

Odeneye pointed out that the programme is expected to provide robust evidence and projections of localised climate risks and hazards, while prioritising sectors and actions that would meet short, medium and long-term adaptation needs of Lagos State’s 2020 Climate Action Plan.

The permanent secretary said the programme is scheduled to cut across the 20 local government areas as well as the five divisions of the state, namely Ikeja, Badagry, Ikorodu, Lagos Island and Epe, in order to arrive at a clear action and strategy for addressing climate risks and impacts.

Peoples Democratic Party (PDP) has endorsed the decision of the United Kingdom to impose visa ban as well as seizure of assets and property belonging to those involved in the undermining of Nigeria’s electoral process, particularly ahead of Edo and Ondo governorship elections.

PDP alleged: “Our party commends the United Kingdom for her quick response alongside the United States in the global bid to stop the unbridled electoral fraud being perpetrated by leaders of the All Progressives Congress (APC) and their compromised Independent National Electoral Commission (INEC) and security officials.

“With the emerging global action, our party reiterates our call to other countries such as the United Arab Emirates, Dubai, France, Spain, Canada as well as African countries and the ECOWAS member states to impose similar sanctions on these unscrupulous elements and their family members.

“Our party, being the genuine pan Nigeria political platform standing with the Nigerian people, urges the world community to profile the election riggers and their agents in INEC and security agencies and ban their family members from benefiting from services from other countries of the world.

“On the Edo governorship election, those at the forefront of the undermining of our democratic process, including the APC candidate, Osagie Ize-Iyamu, who was seen publicly directing thugs, cultists and killers as tigers and lions to invade polling units and unleash violence on election day, should be immediately profiled for sanctions.

“The same goes to the Governor of Ondo State, Rotimi Akeredelu, who was publicly exposed by a self-confessed APC militant and former APC chairman in the state, Isaac Kekemeke, as being behind the violent attacks against our party in the state.”
