Nigeria’s National Assembly leaders, President of the Senate, Ahmad Lawan, and Speaker of House of Representatives, Femi Gbajabiamila, have been dragged before the Federal High Court, Abuja to defend themselves on reasons for refusing to publish reports of corruption probes supervised by the legislature.
The suit was filled on behalf of the Socio-Economic Rights and Accountability Project (SERAP) by its lawyers, Kolawole Oluwadare and Opeyemi Owolabi over the weekend at a Federal High Court in Abuja.
The non-for-profit social initiative organization sued both leaders of the National Assembly specifically for failure to disclose the number of probes that have resulted in any indictment of suspects and to name such suspects since 1999.

SERAP’s court action followed a recent public hearing by the National Assembly on corruption allegations in ministries, departments and agencies, including the Niger Delta Development Commission (NDDC) and Nigeria Social Insurance Trust Fund (NSITF), which the National Assembly has not issued a report.
According to SERAP reports of public hearings and corruption probes by the National Assembly had been kept secret, and the allegations unresolved.
The court papers as reported by the Guardian stated that SERAP wants an order of mandamus to direct and compel Senate President Lawan and Speaker Gbajabiamila to send all reports of completed public hearings and corruption probes to appropriate anti-corruption agencies to consider if there is sufficient admissible evidence to pursue prosecution.

The plaintiff is also seeking an order for leave to apply for judicial review and an order of mandamus to direct and/or compel Lawan and Gbajabiamila to widely publish all reports of completed public hearings and corruption probes by the Senate and the House of Representatives and to disclose the number and names of any indicted suspects since 1999.
Further to SERAP’s prayers to the court is “an order of mandamus to direct and compel Lawan and Gbajabiamila to sponsor a resolution to stop lawmakers from directly getting involved in the execution of projects by MDAs, and to ensure the proper and effective exercise of their oversight functions over corruption allegations, including in the NDDC and NSITF.”
In a Freedom of Information (FoI) request dated July 25, 2020, SERAP stated that “The most effective way to deter corruption is to make the cost of engaging in these types of acts higher than the rewards. This end can only be accomplished by making public the reports and pursuing public accountability for corrupt acts.”
While no dates have been fixed for the hearing of the suit, SERAP believes granting the reliefs sought would bolster public trust and confidence in the lawmakers’ oversight functions, and dispel the perception that many of the hearings and probes are politically-motivated and serve a personal interest, rather than the general public interests.
The United States of America (USA) has imposed fresh visa restrictions on individuals in Nigeria who undermined democratic processes in the recent gubernatorial elections in Bayelsa and Kogi states.
Secretary of State, Mike Pompeo, disclosed this on Monday in a statement by the spokesperson to the Department of State, Morgan Ortagus, saying: “These individuals have so far operated with impunity at the expense of the Nigerian people and have undermined democratic principles.”

The statement clarified that the visa restrictions were specific to certain individuals and not directed at the Nigerian people.
Pompeo said the decision reflects the Department of State’s commitment to working with the Nigerian government to realise its expressed commitment to end corruption and strengthen democracy, accountability, and respect for human rights.
The statement condemned acts of violence, intimidation, or corruption that harmed Nigerians and undermined the democratic process.
Ahead of the governorship polls in Edo and Ondo state, Pompeo urged all stakeholders, including the Independent National Electoral Commission (INEC), the political parties, and the security services, to uphold the tenets of democracy and facilitate genuinely free and fair elections, conducted in an appropriately transparent and non-violent manner.
It would be recalled that US had in July 2019 announced the imposition of visa restrictions on Nigerians who undermined the February and March 2019 elections.
The statement reads thus: “The United States is a steadfast supporter of Nigerian democracy.
“We commend all those Nigerians who participated in elections throughout 2019 and have worked to strengthen Nigerian democratic institutions and processes.
“We remain committed to working together to advance democracy and respect for human rights and achieve greater peace and prosperity for both our nations.
“We condemn the acts of violence, intimidation, or corruption that harmed Nigerians and undermined the democratic process.
“As the Edo and Ondo State off-cycle elections near, we urge all stakeholders, including the Independent National Electoral Commission, the political parties, and the security services, to uphold the tenets of democracy and facilitate genuinely free and fair elections, conducted in an appropriately transparent and non-violent manner.
“In a statement on January 24, 2019, the U.S. Government said we would consider consequences – including visa restrictions – for individuals responsible for undermining the Nigerian democratic process or for organising election-related violence.
“In July 2019, we announced the imposition of visa restrictions on Nigerians who undermined the February and March 2019 elections.
“Today, the Secretary of State is imposing additional visa restrictions on individuals for their actions surrounding the November 2019 Kogi and Bayelsa state elections and in the run up to the September and October 2020 Edo and Ondo state elections.
“These individuals have so far operated with impunity at the expense of the Nigerian people and have undermined democratic principles.
“The Department of State emphasizes that the actions announced today are specific to certain individuals and not directed at the Nigerian people.
“This decision reflects the Department of State’s commitment to working with the Nigerian government to realise its expressed commitment to end corruption and strengthen democracy, accountability, and respect for human rights.”

Lagos State Governor, Babajide Sanwo-Olu, and Minister of Transportation, Rotimi Amaechi, has visited the site of the Monday fatal accident involving a commuter train and two vehicles.
Two persons reportedly died in the accident, which occurred along the driveways into the Nigerian Army Shopping Arena in Oshodi.
The victims, a father and son, were said to be driving into the shopping arena when they were caught up by the speeding train. Their Highlander Jeep with Registration Number: FST 723 FL got stuck on the rail track.
All the six persons in the other vehicle, a passenger bus with Registration Number: GGE 972 GE, escaped with different degrees of injuries after the train dragged the commercial bus 800 metres away from the point of collision.
Sanwo-Olu and Amaechi, who carried out an on-the-spot assessment of the site, sympathised with the families of the victims and expressed regrets over the accident.
The governor said the incident happened on the day the state government and the Federal Government reached an agreement to close down the shopping complex’s gates at the railway line because of safety concern.
“This incident is regrettable because it happened on the day all stakeholders reached a consensus to close down the gates into the shopping arena. And this is part of the concerns we have been raising about commuters’ safety on this axis. We need to act fast. This fatal accident should strengthen our resolve to do the needful and prevent a repeat of the sad incident in the future.
“It is also a clarion call on our people to be safety conscious whenever they need to drive across rail track. If there is slow movement of vehicles at any railway bypass, then there is need to keep a safe distance from the rail tracks.
“We have been rolling out advocacy on this and we will intensify efforts on it. Safety of the people is paramount and we will do all required to ensure we put a stop to this kind of accident,” Sanwo-Olu said.
He revealed that Lagos State Government and the Federal Government were considering to create alternative entry and exit driveways for the shopping arena and other vulnerable points along the railway corridor.
This effort, the governor believed, would strengthen safety of commuters and motorists along rail corridors.
Prior to the visit by the governor and the minister, Lagos State Emergency Management Agency (LASEMA) had evacuated the mangled vehicles from the rail track.
Those injured had been treated and discharged by medical personnel deployed to the site of the accident.
Meanwhile, Lagos State Police Command has decided to investigate the circumstances surrounding the incident.
The command, in a statement by its Public Relations Officer, Olumuyiwa Adejobi, said: “The matter has been referred to the Railway Police Command for further investigation and necessary action.”
Hours after Lagos State Governor, Babajide Sanwo-Olu ordered the resumption of tertiary schools in the state after the ease of COVID-19 lockdown, workers unions of the Lagos State University (LASU) have shutdown reopening moves.
As early as 7am today, members of the Academic Staff Union of Universities (ASUU) and the Non-Academic Staff Union of Universities (NASU) locked the gates of the university in Iba.
Students and lecturers, who hitherto looked forward to returning to academic activities, having been away for 5 months were barred from gaining entrance.
Reports stated that protesting union members also locked out the institution’s Vice Chancellor, Professor Olanrewaju Fagbohun.
The workers said they were rotesting the non-payment of minimum wage by the government.
All attempt by the Vice-Chancellor to dialogue with NLC, ASUU, NASU members was not successful, Channels TV reported.
The unions insisted that no one will be allowed into the university premises until their demands are met by the Lagos state government.
They claimed that an increment in their salaries was promised by the Lagos State government more than a year ago and the promise was yet to be fulfilled.
NIGCOMSAT-1R Satellite, managed and operated by Nigerian Communications Satellite Limited (NIGCOMSAT) under the Federal Ministry of Communications and Digital Economy has opened a new era of satellite navigation performance augmentation in Africa and Indian Ocean region.
NIGCOMSAT, in conjunction with the Agency for Air Navigation Safety in Africa and Madagascar (ASECNA) has started to broadcast a Satellite-Based Augmentation System (SBAS) signal over Africa and Indian Ocean (AFI) region, providing the first SBAS open service in this part of the world.
The early open service is provided as part of ‘SBAS for Africa and Indian Ocean’ programme which pursues the autonomous provision over the continent of SBAS services, to augment the performances of the satellite navigation constellations GPS and Galileo.
The signal is broadcasted via SBAS payload on NigComSat 1R GEO satellite of the Nigerian Communications Satellite Limited and an uplink station deployed in Abuja.
It’s compliant to the Standards and Recommended Practices of the International Civil Aviation Organisation, and the Minimum Operational Performance Standard developed by the Radio Technical Commission for Aeronautics (RTCA) organisation.
It would be visible in the whole Africa and Indian Ocean, up to the West Australian coast, and also in Europe.
“We are proud to be part of this ambitious programme to provide satellite navigation services in the Africa and Indian Ocean region.
“The use of our geostationary communication satellite NIGCOMSAT-1R navigation payload to broadcast the first signal will be Africa’s premier contribution to SBAS as a regional satellite-based augmentation system for the continent,” said the Managing Director/Chief Executive Officer, NIGCOMSAT Limited, Abimbola Alale.
With improved accuracy to within a meter, and boosted integrity, availability and continuity of safety-related applications, SBAS services would improve flight safety and efficiency in Africa, and also benefit the economy in many areas as land, sea and rail transport, as well as mass market applications, supporting user safety, cost-effectiveness and sustainable development.
The launched open service essentially aims to carry-out technical trials, and to undertake with partner airlines field demonstrations for aircraft and rotorcraft, to demonstrate the benefits of the future operational safety-of-life SBAS services, expected from 2024.
It would also include early Precise Point Positioning (PPP) and emergency warning service to populations, whose performance would be proven through other demonstrations.
The signal-in-space is generated by a dedicated system tested, developed as part of the “SBAS for Africa and Indian Ocean” preliminary design phase, financed by the European Union and awarded to Thales Alenia Space, Joint Venture between Thales (67 per cent) and Leonardo (33 per cent).
“SBAS for Africa and Indian Ocean” is based on the European EGNOS developed by the European Space Agency (ESA), acting under delegation of the European Commission and operated by the European GNSS Agency GSA.
The system prototype uses as reference stations network the SAGAIE network deployed by CNES and ASECNA with the support of Thales Alenia Space.
Speaking on the project, Vice President of the Navigation Business at Thales Alenia Space in France, Benoit Broudy, said: “Our longstanding expertise acquired with the development of EGNOS1 SBAS in Europe and KASS SBAS in Korea combined with our new leading-edge satellite positioning technologies makes Thales Alenia Space the ideal partner to best support countries to implement their own SBAS efficiently.
“The equatorial region represents also a key engineering challenge for such a system due to difficult ionosphere conditions, for which Thales Alenia Space has developed a proven solution.”
In his remarks, ASECNA Director General, Mohamed Moussa, added: “The provision of the first African SBAS early service is a crucial major step forward in the development of satellite navigation in the AFI Region, and in the deployment of the ‘SBAS for Africa and Indian Ocean’ system, the navigation solution for Africa by Africa.
“It demonstrates the ambition and commitment of ASECNA to enhance air navigation safety for the benefit of the whole continent, in line with my vision for the unification of the African Sky.”

Lagos State Police Command has arrested six suspects over the shooting and killing of one Kayode Olorunroba, m, 35 years, of No 3, Werewere Street, Alagbado, Lagos State on September 11 at AVID Sharwama spot in Alagbado area of the state.
The incident was said to have occurred on September 11 at about 9.30pm when the deceased had an altercation at the spot with another customer, who is now at large.
After the shooting, Kayode’s friend and witness, one Okikiola Kazeem, ‘m’, who had earlier called him (Kayode) to join him at the Sharwama spot refused to report the incident to the police, but rather took the deceased to a herbalist in Ogun State where they extracted the pellets.
He later took Kayode to his brother’s house at Ipaja Area in Lagos State, where he gave up the ghost.
As a follow up to the incident, Lagos State Commissioner of Police, Hakeem Odumosu, directed that police detectives be mobilised and to hunt for the suspects who were linked to the killing, said a statement by the command’s Public Relations Officer, Olumuyiwa Adejobi.
The statement added that in the course of the investigation, Chimezie Amaechi, the owner of the Sharwama Spot; Okikiola Kazeem, the deceased’s friend and suspect; Olayinka Oyedokun, the Manager of AVID bar; Femi Victor; Taiwo Morokola; and Omole Wasiu; were arrested accordingly.
These suspects are giving useful information that could assist the police in the investigation.
Meanwhile, Odumosu has ordered the State CID, Panti, to take over the case for discreet investigation, while he reiterated his commitment to get Lagos State rid of crimes and criminality with the support of all and sundry in the state.

The Governor Babajide Sanwo-Olu-led Lagos State Government has announced dates for the resumption of public and private schools after the closure, resulting from the novel Coronavirus (COVID-19) pandemic a few months ago.
Sanwo-Olu, in a statement on Sunday by Lagos State Commissioner for Education, Folasade Adefisayo, explained that his administration is adopting a phased approach to the reopening of public schools in Lagos State in order to observe the COVID-19 safety protocols.
The statement said the present set of JS3 and SS2 students in public schools in the state would resume classes from September 21, so as to allow JS3 students who are already in an exit-class to revise and prepare adequately for their forthcoming Basic Education Certificate Examination (BECE) organised by the Lagos State Examination Board and scheduled to hold between October 6 and 12.
The commissioner added that the resumption would also afford the present SS2 students the opportunity to prepare effectively for their transition to SS3.
Regarding the resumption of private primary and secondary schools in the state, the statement said the schools are permitted to resume from September 21, reaffirming the need for school owners to institute all necessary safety protocols as well as resume in phases similar to the plans for public schools.
“Phased opening includes strategies for staggered resumption in the mornings, classes on alternate days during the week and teaching through various distance learning methods.
“Schools must also comply with safety protocols and hygiene guidelines as instructed by Lagos State Government, through the Office of Education Quality Assurance (OEQA), which will also continue to monitor and evaluate Schools’ preparedness,” Adefisayo said.
She emphasised that pre-primary classes in both public and private schools would remain closed until further announcements are made, reiterating that the pandemic still exists, urging all stakeholders to prioritise the safety of the children, teachers and parents as well as the whole community.
She added that the scheduled dates and venues for the Entrance Examination into Lagos State Model Colleges would soon be announced by Lagos State Examination Board.
Assuring parents that announcements relating to the resumption of other classes would be made as soon as the government is certain of safety, Adefisayo disclosed that the students belonging to the yet-to-resume classes in public schools would continue their lessons on the various distance learning platforms created by the state government.
Federal government agencies in the Presidency have held consultations for the 2021 budget.
According to a statement by the State House Deputy Director of Information, Attah Esa, the permanent Secretary, State House, Mr Tijjani Umar, led the 2021 budget bilateral meeting between Government Agencies under the Presidency and officials of the Federal Ministry of Finance, Budget and National Planning which held virtually on Saturday, September 12, 2020, at the conference room of the State House administrative block.
The State House Permanent Secretary said: “the preparation of the 2021 budget estimates takes into consideration the policies and strategies contained in the 2021-2023 Medium Term Expenditure Framework and Fiscal Strategy Paper (MTEF/FSP), which is the Federal Government pre-budget statement.”
Umar also explained that in line with the directive issued by the Ministry of Finance, Budget and National Planning, the annual budget is being prepared using the Zero-Based Budget (ZBB) approach and in compliance with the government’s policy thrust as articulated in the MTEF/FSP and Nigeria Economic Sustainability Plan (NESP).
Citing a September 1, 2020 circular issued by the Minister of Finance, Budget and National Planning, Dr Zainab Ahmed, the Permanent Secretary, State House, said MDAs have been directed to work assiduously to conclude the budget bilateral meetings as scheduled in order to get the 2021 budget ready for transmission to the National Assembly (NASS) by President Muhammadu Buhari this month.
The latest budget circular issued by the Ministry of Finance, Budget and National Planning put the expenditure ceiling of the 2021 pre-bilateral proposal for the Presidency at N10 billion compared with N15.3 billion of the revised 2020 budget passed by the National Assembly.
Participants at the virtual meeting include Chief Executives and key budget, finance and accounts staff of the Bureau of Public Enterprises (BPE), Bureau of Public Procurement (BPP) Nigeria Extractive Industries Transparency Initiative (NEITI), National Institute of Policy and Strategic Studies (NIPSS), Nigerian Financial Intelligence Unit (NFIU), National Agricultural Land Development Authority (NALDA) and the Economic and Financial Crimes Commission (EFCC).
Minister of Information and Culture, Lai Mohammed, Sunday joined the fray to market the credentials of President Muhammadu Buhari, but berated the administration of former president Olusegun Obasanjo and other critcs, saying their reckless elocution could not foster peace and unity in Nigeria.
The minister said it’s a cruel irony that those who frittered away a great opportunity to put Nigeria on a sound socio-economic footing, at a time of financial buoyancy, and those who planted the seed of the insecurity in some parts of the country today, are the same ones pointing an accusing finger at a reformist government of Buhari.
He noted that Buhari’s assumption of office in 2015 prevented Nigeria from becoming a failed state, after a long stretch of rapacious and rudderless leadership.
Mohammed, in a statement in Abuja, said Buhari came into office at a time that a swathe of the country’s territory was under occupation, a period when many Nigerian towns and cities, including the capital city of Abuja, were a playground for insurgents and a moment that the nation’s wealth had been looted dry, with little or nothing to show for the nation’s huge earnings, especially in the area of infrastructure.
According to him, “In one of the most difficult moments in the nation’s history, Nigeria is fortunate to have at the helm a leader who is not only dedicated, selfless and patriotic, but one who is globally acknowledged for his discipline, integrity and vision. Those who genuinely love Nigeria will support, rather than subvert, this committed leadership.
“Nigeria today faces a lot of challenges. But whatever situation the country has found itself in, things would have been much worse but for the deft management of resources, unprecedented fight against corruption, determined battle against insurgency and banditry as well as the abiding courage of Mr. President in piloting the ship of state.
”Nigeria today is not a failed state, but a nation that is courageously tackling its challenges and building a solid infrastructure that will serve as the basis for socio-economic development, a nation that is unrelenting in battling insecurity and working hard to ensure greatest prosperity for the greatest number of people.”
He said no government in the history of the country has done so much with so little, as the Buhari administration is doing presently, adding that with 60 per cent less national income, the administration is making progress on all fronts and setting the country on the path of sustainable growth and development.
The minister said while naysayers are hyping the instances of insecurity in the country, they have conveniently forgotten that the country could have been overrun by insurgents and bandits if Buhari had not rallied regional and international allies to tackle, headlong, the Boko Haram insurgency that saw bombs going off like firecrackers before his assumption of office, and an estimated 20,000 square miles of the nation’s territory occupied by insurgents.
”They tout the downturn in economic fortunes without putting things in context. With the COVID-19 pandemic forcing a global shutdown and a drastic fall in global oil demand, Nigeria lost 60 per cent of its earnings, yet the administration has ensured that not a single worker has been retrenched, has paid salaries as and when due and has continued to build infrastructures like roads, rails, bridges and power, among others, that will serve many generations.
”They aggravate the national fault lines with their angry and unguarded actions and rhetoric, forgetting that while national fissures are amplified at a time of dwindling economic fortunes, what is needed to foster peace and unity is not reckless elocution but responsible and responsive leadership, the kind being offered by President Buhari,” he said.
Mohammed said Nigeria is on the road to greatness, despite the challenges confronting the nation, citing the hard push towards food sufficiency; the modernisation of the rail system; the nationwide construction of roads and bridges; the reform in the oil and gas
sector; the unprecedented anti-corruption battle, the diversification of the economy and the renewed effort to ensure a steady power supply, anchored on a three-phase project that is expected to deliver 25,000MW of electricity in the next few years.
The minister thanked Nigerians for their perseverance and understanding, especially against the backdrop of the stifling effects of the COVID-19 pandemic on the economy, and appealed to them to continue to support the administration, as it seeks to lift 100 million people out of poverty in the next 10 years.

Peoples Democratic Party (PDP) has, again, cautioned President Muhammadu Buhari to come down from his high horse and listen to advice from eminent Nigerians, who have been advising him against allowing the country to tumble from the cliff under his watch.
PDP said the Buhari Presidency “is worsening the sorry state in which it has plunged the nation by choosing to haul insults on Nigerians including former president like Chief Olusegun Obasanjo and other well-meaning leaders, who are patriotically calling on his administration to end its divisive, suppressive and insensitive style of leadership that has ruined our nation.”
The opposition party implored Buhari to pause, think of Nigeria and her people and heed wise counsel to save our nation from an imminent collapse, which his alleged idling administration has foisted on the people.
“From its reactions to patriotic counsel, it is clear that the Buhari Presidency has become bereft of the fundamentals of governance as well as overwhelmed by its own failures and burden of guilt for the disunity, bloodletting and anguish that have enveloped our nation in the last five years.
“It is incontrovertible that the Buhari administration is leading Nigeria into a failed state, where citizens are not guaranteed of their safety; cannot afford the basic necessities of life and where governance has been crippled by incompetence, unbridled nepotism, promotion of injustice, executive high handedness, abuse of human right, disobedience to court orders, brazen violation of constitutional provisions, acute corruption and violent muscling of elections.
“Under Buhari, all sectors of our national life are in shambles; the productive sectors have been crippled; the nation has been pushed into the reverse gear; bandits, insurgents and marauders are freely ravaging communities and our citizens live in constant fear and extreme poverty.
“Indeed, never in the history of our nation has the situation been this pathetic.
“While President Buhari recedes in the comfort and safety of the Presidential villa and reneged in his promise to lead from the front, Nigeria is being pushed to the fringes by marauders who are pillaging our citizens in various parts of our country, including Mr. President’s home state of Katsina.
“Furthermore, it smacks of shamelessness for the Buhari administration to be talking about corruption in PDP’s subsidy regime, when it has been caught neck-deep in unprecedented oil corruption that had ruined our economy, turned our nation into the poverty capital of the world and put our citizens in a dire strait.
“Nigerians know it as a fact that before he was elected President, General Buhari, as he was then known; a former minister of Petroleum Resources, had publicly told Nigerians that subsidy was a fraud and that it never existed. Five years down the line, trillions of naira have been discovered to have been stolen under the subsidy regime of an administration over which he presides.
“Today, life has become traumatising for Nigerians as resources from the sale of crude oil have either been wasted or stolen by officials of the Buhari administration.
“Furthermore, it is undebatable that the biggest achievement of constitutional amendment in modern administration of our country is the entrenchment of a credible electoral process, which enabled President Buhari to win election in 2015 from an opposition standpoint. Unfortunately, this noble achievement is being washed away in five years under the watch of President Buhari.
“It therefore amounts to pretending to sanctimony for President Buhari to be preaching on term limit, whereas, his administration has done everything possible, broken all known democratic norms and rules to debase credibility in our elections,” PDP said, in a statement by its National Publicity Secretary, Kola Ologbondiyan.
